On the 27th day of October, 2008, at approximately 2:35 am, while a Park
Street and South Second Street in the City of Fulton, County of Oswego,
State of New York, the defendant, Jerome A. Kelley, was arrested for
Criminal Contempt in the First Degree.
It is alleged that the defendant, Jerome A. Kelley, did intentionally disobey
a duly served stay away order of protection, signed by the Honorable Michele
Pirro Bailey of Onondaga County Family Court on the 9th day of October,
2008.  Said defendant did violate said order by being in the presence of and
walking with the protected party.  Said order states that the defendant is to
stay away from the protected party, her home, job, etc. at a distance of at least
100 feet and refrain from communication or any other contact by mail, telephone,
e-mail etc.  Further, the defendant was previously convicted of Criminal Contempt
in the Second Degree on April 8, 2004 in Syracuse City Court.

On October 27th, 2008, at approximately 0239 hours, while in the 900
block of Holly Drive the defendant, Robert L. Deyo, was arrested on the
Vehicle and Traffic law charges of Speed in Zone, Failure to Comply with a
lawful order of a police officer, Uninspected motor vehicle and Unlicensed
operator.
It is alleged that on the above date, time and location the defendant did
operate a motor vehicle at a speed of 44 mph in a 30 mph zone while traveling
in an easterly direction on Holly Dr.  The defendant did also fail to pull
over when directed to by a police officer in a marked police patrol vehicle
with its emergency lights and audible siren activated.  The defendant did
eventually stop the vehicle approximately one half of a mile east of the location
where he was initially directed to stop.  Upon further investigation it was
discovered that the defendant did not have a valid license to operate a motor
vehicle and that the vehicles inspection had expired on 09/30/08.

On the 27th day of October 2008, at approximately 4:27 A.M. while at 717
Seneca Street, the downstairs apt., in the City of Fulton, New York, the said
defendant, Luis G. Munoz, was arrested for Menacing in the Second Degree,
Unlawful Imprisonment in the second Degree, two counts of Criminal
Mischief  in the Fourth Degree, and Harassment in the Second Degree.
It is alleged that on the 27th day of October, 2008  between approximately
3:20am and 4:11am the defendant, Luis G. Munoz did kick in the bedroom
door of the victim.  The defendant held the victim down on her bed while he
twisted the victim’s left arm behind her back causing physical pain and restricting
the victim’s movement.  The defendant took the wooden walking cane of the
victim and used it to smash the glass from a table next to the bed where the
victim was laying. The defendant then broke the cane knowing that the victim
needed it to walk and without having any right to break such cane. The
defendant did take a frozen bottle of water and throw it at the victim, striking
her leg with it while she lay in bed.  Further, the defendant, while standing in
the doorway of the victim’s bedroom, threw a basket of kitchen knives in the
direction of the victim where said knives landed on the floor under the victim’s
bed.  The defendant also interfered with the victim’s attempt to call for help
by pulling the phone cord out while the victim was on the phone with 911.  These
actions caused the victim physical pain and caused her to fear for her safety.

On the 27th day of October, 2008, at approximately 12:30PM while in the
800 block of E. Broadway, in the City of Fulton, County of Oswego, State of
New York, the defendant Matthew Alan Richardson was arrested for Criminal
Mischief Fourth Degree.
It is alleged that on the 27th day of October, 2008 at approximately
12:11PM, while at 1013 Emery St. the said defendant did while engaged in a
domestic dispute did damage a motor vehicle which belongs to the victim, by
punching the plastic passenger side air bag cover as well as attempted to
pull said cover off. This caused approximately $200 in damage. It is further
alleged that the said defendant did also punch the passenger side door trim
several times causing the trim to pull away from the door in a manner that it
was unable to be attached, resulting in $25 in damage. The said defendant’s
actions did cause a cumulative amount of damage at $225.

On 10/27/08 at approximately 9:33 PM, while on Corp. Barrett Dr., in the
City of Fulton, County of Oswego, State of New York, the said defendant,
Christopher M. Wright, was arrested for the offenses of driving while
intoxicated, driving with a blood alcohol content greater than 0.08%, and
consumption of alcohol in a motor vehicle.
It is alleged that on 10/27/08 at approximately 9:22 PM, while at the
aforementioned location, the said defendant did exercise control over a
running motor vehicle which was parked facing in a westerly direction off from Corp.
Barrett Dr.  The defendant had glassy eyes and the odor of an alcoholic
beverage emanated from his breath.  He was also observed by a uniformed
police officer drinking beer from a twelve ounce Labatt Blue Light beer bottle,
while still behind the wheel of the vehicle.  The defendant was administered
three standardized field sobriety tests.  The defendant failed all three tests,
and was arrested for driving while intoxicated.  The defendant supplied a breath
sample for chemical analysis at the police department, which indicated his
blood alcohol content was greater than .08%.

On October 29, 2008 at approximately 1:21 pm, while at 120 Division
Street, apartment 2, in the City of Fulton, State of New York, the defendant,
Kathleen M. Andrews, was arrested for the crimes of menacing in the second
degree and criminal possession of a weapon in the fourth degree.
It is alleged that on the aforementioned date and location, at approximately
11:30 am, the said defendant did engage in a domestic dispute with the victim.
During said dispute, the defendant did possess a six inch wooden handled pairing
knife in her right hand, with the blade pointing at the victim, while walking
after him and yelling “I will kill you.”  The defendant came within two feet of
the victim while holding the knife in a threatening manner before placing the
knife down on a dresser.  Said actions by the defendant did place the victim
in reasonable fear of physical injury or serious physical injury.

On 10/30/2008, between the hours of 11:00 P.M. and 11:30 P.M. while at
604 W First St., in the City of Fulton, County of Oswego, The above
defendant Jack Douglas Oneill Jr. was engaged in a physical domestic with
two victims, one of which is a 14 year old. During said domestic, the defendant
grabbed the child by the throat and neck placing him in a head lock and forcing
him to the ground. Said actions by the defendant caused the victim to sustain
marks on his neck, back and lower back causing redness and pain.  When the second
victim tried to intervene, the defendant pushed her to the ground causing her
to fall to the floor injuring her back and hip. The defendant knowingly acted
in a manner likely to be injurious to the child under seventeen years old by
engaging in a physical altercation with him which was likely to be injurious
to the physical, mental and moral welfare of said victim. During the physical
domestic, the actions by the defendant caused the child victim to be in fear
of being physically injured by the defendant. During the booking process on
10/31/2008 at the Fulton Police Department at about 2:49am, the defendant did
walk toward your complainant, a uniformed police officer, in an aggressive
manner, intentionally pointing his finger in the face of your complainant
and made a threat to said officer.  The actions by the defendant caused your
complainant to be harassed and alarmed of being struck by the defendant.

On the 1st day of November, 2008 at approximately 5:07PM while at the
intersection of S. Fifth and Cayuga St. in the City of Fulton, County of
Oswego State of New York, the defendant Matthew A.Merrill was arrested for
Criminal Possession of a Controlled Substance Seventh degree and
Disorderly Conduct.
It is alleged that on the above stated date and location at approximately
4:58PM the said defendant was engaged in a physical altercation with another
subject. It was observed by a uniformed police officer that that both subjects
were exchanging closed fist punches to the area of the head of each other.
The said defendant’s actions with the subject did draw the attention of several
citizens who were in the area, which recklessly created a public inconvenience.
It is further alleged that the said defendant did possess in his upper left
inside coat pocket, ten (10) round white pills with the imprint of 512. Said
pills were identified as being Percocet, a Schedule II Narcotic. The said
defendant did possess said pills without a prescription.

On 11/02/08 at approximately 1:34 AM, while on W. First St. S. near S.
Pollard Dr., in the City of Fulton, County of Oswego, State of New York, the
said defendant, James R. Pope, was arrested for driving while intoxicated,
driving with a blood alcohol content greater than 0.08%, speed in zone, and
failure to keep right.
It is alleged that on 11/02/08 at approximately 1:22 AM, while on W. First
St. near Dewey Dr., in the City of Fulton, County of Oswego, State of New
York, the said defendant operated a motor vehicle in a southerly direction.
While doing so, the defendant failed to keep right and was traveling
approximately 42 MPH in a posted 30 MPH zone.  After the vehicle was
stopped, the defendant was found to have the odor of an alcoholic beverage
emanating from his breath, and he had glassy eyes.  The defendant was
administered three standardized field sobriety tests and did fail all three
tests.  He was taken into custody, and once at the police department, provided
a breath sample for chemical analysis, which indicated his blood alcohol content
was greater than .08%.
