Rita M. Higgins was arrested at 10:00 AM while at 141 S. First Street on
November 3, 2008 and charged with four counts of Tampering with Public
Records in the first degree and four counts of Petit Larceny.
It is alleged that the said defendant, Rita M. Higgins,  tampered with public
records three times on October 21, 2008 and once on October 27, 2008 and
did so by either making false entries on rental permits or by entering data in
the Code Enforcement computer indicating that a particular fee was paid by
check or paid to the City of Fulton, when in fact the defendant stole the
money, totaling $115 for the four incidents.

On the 3rd day of November 2008 at approximately 11:38 AM, while at 704
Highland St. in the City of Fulton, County of Oswego, State of New York, the
defendant , Robin Ann Perras, was arrested for Criminal Possession of a
Forged Instrument Second Degree.
It is alleged that on the 20th day of August 2008 at approximately 5:30PM,
while at 503 S. Second St. (Rite Aid Pharmacy) the said defendant did
possess a forged medical prescription that was originally written for twenty
(20) Vicodin pills. Said prescription was signed by a dentist of the
Fulton Dental Health Association, located at 205 Oneida St. The said
defendant then turned in the prescription to the Rite Aid Pharmacy at about
5:30PM, for the amount of one hundred twenty (120) Vicodin pills.

Seneca Street apartment 10 in the City of Fulton, New York the defendant,
Michael F. Miller, was arrested on the charge of Failure to Register Address
Change – Sex Offender.
It is alleged that on the 13th day of October, 2008 at 313 Cayuga Street
apartment 4 in the City of Fulton, New York the defendant, Michael F. Miller,
a registered sex offender did fail to register an address change with the New
York State Division of Criminal Justice Services within ten calendar days.  To
wit;  the defendant did move from his registered address in Hannibal, New York
on October 3, 2008 to an address in the City of Fulton, New York.  The defendant
then moved to another address in the City of Fulton, New York on October 7, 2008.
The defendant did not register a new address with the New York State Division of
Criminal Justice Services until October 23, 2008 after being advised to do so
by a police officer.

underground dog fencing and bark collars all totaling $1,899.80 in value.

23, 2007 at about 4:10 PM,  is accused of possessing 9.1 grams of an off
white chunky substance that field tested positive for cocaine. The defendant
also is accused of possessing 2.1 grams of a green leafy substance that field

On November 8, 2008 at approximately 1:10 am, while at 324 West
Broadway (Chaser’s Sports Bar) in the City of Fulton, State of New York, the
defendant, Kenneth J. Gardner, was arrested for Criminal Contempt in the
Second Degree.  While at the Fulton Police Department, the defendant was
also charged with Criminal Possession of a Controlled Substance in the 7th
Degree.
It is alleged that on November 8, 2008 at approximately 1:05 am, the said
defendant did violate a court order issued by the City of Fulton Court Judge
Ludington.  Said order states that the defendant is prohibited from patronizing
Chaser’s Bar at 324 West Broadway and further prohibits the defendant from
loitering, lingering or otherwise remaining in or around Chaser’s Bar at 324
West Broadway.  The defendant was observed on the property of Chaser’s
Bar by two uniformed police officers thus violating the active court order.
It is further alleged that while at the Fulton Police Department,  at
approximately 1:35 am, the defendant did possess two white pills imprinted
with M367 on one side, in his front right jean shorts pocket.  Said pills were
found to be Lortab, a schedule 3 controlled substance.

On November 8th, 2008 at approximately 9:07pm, while in the back yard of 7
S. Fourth St. the defendant, Cornelio Baltazar (Escalante) was arrested on
the charges of Menacing in the Second Degree, Criminal Possession of a
Weapon in the Fourth Degree, and Obstructing Governmental Administration.
Baltazar was held pending arraignment in Fulton City Court.
It is alleged that the defendant while in front of 313 Cayuga St, at
approximately 9:00pm did possess a kitchen knife and make thrusting
gestures with the knife towards the victim, Murray Abrams. When police
arrived the defendant fled running, ignoring all commands to stop running,
by a uniformed police officer, who identified himself as a police officer. The
defendant was eventually apprehended and taken into custody in the back
yard of 7 S. Fourth St.

It is alleged that on the 8th day of November, 2008, between the hours of
4:00 A.M. and 5:00 A.M., while at 313 Cayuga St., Apt. 2, in the City of
Fulton, New York the said defendant Cornelio Baltazar did punch the victim,
twice in the jaw and twice in the arm.  Said actions by the defendant did
cause pain, swelling, and bruising to the victim’s jaw.  The said defendant
did punch the victim while she was laying in bed with child who is 6 years of
age next to her.  Said actions by the defendant were likely to be injurious
to the physical, mental, and moral welfare of the child.

It is alleged the said defendant Cody M Davis on the 4th day of November,
2008 at about 10:15am while at 6 William Gillard Dr., in the City of Fulton,
County of Oswego, State of New York did commit the offense of Harassment
in the Second Degree by punching the victim on the right side of the head
with a closed right fist. The defendants actions did cause the victim to suffer
from pain and swelling to the right side of his head.
