Fulton PD: June 29 – July 5, 2009

Shawn D. Merrill, 17, of 603 Ontario St., Fulton was charged with criminal mischief and endangering the welfare of a child at 5:28 p.m. on June 29.  Police allege that during a domestic dispute at his home, he threw a glass ashtray that hit a child in the hand and kicked the passenger side of a vehcle, causing $300 in damage.

Linda L. Beach, 48 of 13 N. 5th St., Fulton was charged at 6:38 a.m. on July 1 with two counts of aggravated unlicensed operation of a motor vehicle.  Police allege her license was suspended for failing to pay child support she had previously been convicted of unlicensed operation in the past 18 months.

Patrick R. Mello, 34, of Port Richey, Florida was arrested at 10:00 a.m. on July 1 and charged with two counts of failing to register as a sex offender for being present in apartment F-1 of Pathfinder Courts and at 302 W. Broadway.  Police allege he moved here from Florida without proper notification and did not file his annual verification form.

John A. King, 21, of 603 Utica St., Fulton was charged at 10:57 p.m. on June 30 with menacing.  Police allege that he pulled a pocket knife on someone with whom he was arguing while in the parking lot of the Fastrac convenience store.

William E. Morrison, 35, was charged at 10:39 p.m. June 30 with violating the open container law while on the sidewalk of the 600 block of Cayuga St.

Bonifilio Perez, 17, of 116 1/2 Lyons St, Fulton; Harley R. Wylie, 17, of 408 Rochester St., Fulton; and Crystal L. LaValley, 17, of 105 Union St., Fulton were charged with petit larceny at 12:39 a.m. July 2.  Police allege they stole two road signs from city streets: one marked “BUMP” at N. 5th and Erie and one marked “ROAD CLOSED” from N. 4th near Seneca St.

Charles L. Akers, Jr., 35, of 30 VanBuren St., Fulton was charged with criminal contempt at 3:55 a.m. July 2.  Police allege he violated an order of protection by being in the driveway and garage of the protected person.

John J. Southworth, 31, of 18 Catherine St., Oswego was charged with aggravated unlicensed operator, failure to keep right and unlicensed operator of a motor vehicle at 9:30 p.m. July 2.  Police allege he crossed the center line of a road.  When pulled over, police discovered his license had been revoked for failing to answer prior tickets.  He was freed on $100 bail.

Edward T. Arnold, 38, of 315 Oneida St., Fulton was charged at 2:36 a.m. on July 3 with harassment.  Police allege he slapped Nicholas Arnold on the face during a dispute.

Walter R. Butler, Jr., 42, of 307 Rathburn Rd., Fulton, was charged with two counts of DWI at 11:53 p.m. July 3.  Police pulled him over in the 100 block of Broadway.

Raymond L. Davis, 18, of 713 Cayuga St., Fulton was charged with disorderly conduct and marijuana possession at 9:34 p.m. July 3.  Police allege he obstructed traffic by walking in the middle of the road on Academy St. and, when detained, was found to have marijuana in a pants pocket.

April M. Orlosky, 25, of 608 E. Broadway, Fulton was charged at 10:56 p.m. July 3 with disorderly conduct and public exposure.  Police allege that while they invetigated a disturbance complaint at 723 W. Broadway involving her, she yelled several times — quoting from the police report now — “‘I gotta !@#$%^ piss, I gotta !@#$%^ piss, !@#$ you mother !@#$%^.’ The defendant then pulled her pants and under wear down to her ankles thus exposing her vaginal and buttocks area. Said actions occurred in front of numerous bowling alley patrons.”

Dwain M. Storrs, 27, of 600 Fulton Ave., Fulton was charged at 1:45 a.m. July 4 with DWI, DWI with a blood alcohol count above 0.18%, failure to keep right and failure to turn as required.  Police allege Storrs did not stay in his lane in the 400 block of W. 1st St. S., then entered a turn-only lane and failed to turn.  A breath test allegedly found a blood alcohol content above 0.18%.

James R. Kohler, 31, of Fort Myers, Florida was charged at 10:55 p.m. July 3 with violating the open container law. Police allege he was outside 61 N. 6th St. with an open can of Bud Light.

Marc S. Heald, 21, of 120 Division St., Fulton was charged with burglary and criminal mischief at 2:39 a.m. July 4.  Police allege he jumped a fence into the Tavern on the Lock restaurant and broke into a liquor cabinet, stealing two bottles of liquor.

Ronald W. Tompkins, 19, of 313 Cayuga St., Fulton was charged at 10:57 p.m. July 4 with criminal mischief.  Police allege he kicked a hole in the wall of another person’s apartment.

Matthew C. Myers, 24; Christopher J. Furco, 24; and Jason A. Duquette, 23, all of 413 Division St., Fulton were charged at 10:20 p.m. July 4 with disorderly conduct.  Police allege they were playing loud music at a party.

Jasson L. Reed, 37, of 186 E. 9th St., Oswego was charged at 9:32 p.m. July 4 with an open container violation.  Police allege he had an open can of Joose malt liquor in the area of N. 3rd St. and Oneida St.

Erin K. Burns, 27, of 7 Orville St., Oswego was charged with DWI and DWI with a blood alcohol of above 0.18%.  Fulton Police allege that State Police reported to them a van that was speeding and had a flat tire traveling north near Oneida St.  Police found the vehicle in a parking lot of the 10 block of Oneida St.  Burns was allegedly the driver.  Police say a chemical breath test found a blood alcohol content above .20%

Robert A. Orlosky, Jr., 19, of 608 E. Broadway, Fulton was charged at 5:14 p.m. July 5 with forcible touching.  Police allege that on June 10 while at 618 Ontario St. at approximately 11:00 p.m., Orlosky touched the victim’s bare breasts after being told not to.

Thomas W. Duncan, 17, of 700 Spring St., Syracuse was charged at 10:55 p.m. July 3 with marijuana possession, aggravated unlicensed operator, no tail lights and operating out of class.  Police allege they stopped the vehicle in the 550 block of S. 4th St. for having no working tail lights.  During the traffic stop, police discovered that Duncan’s class DJ license was suspended.  They also allegely found a baggie of marijuana on the side of the driver’s seat.
