Fulton PD, July 27 – August 2, 2009

Lee A. Johnson, Jr., of 613 S. 4th St., Fulton was charged with menacing, unlawful imprisonment and endangering the welfare of a child at 6:02 p.m. on August 28. Police allege that during a domestic argument, he prevented a person from leaving the kitchen for 10 minutes, threatened to hit the person and threatened to throw a candle at the person, all in the presence of an 8 year old child.

John B. Box of 56 W. 3rd St., Fulton was charged with disorderly conduct at 12:47 a.m. on July 29. Police allege he yelled derogatory language, threw a plastic chair and owl around the yard, and swung a 30 inch piece of metal pipe, disturbing his neighbors.

Jeffrey R. King of 54 S. 10th St., Fulton was charged with assault at 4:45 p.m. July 28. Police allege he punched a 15 year old in the mouth while at the Fulton Athletic Complex on July 7. The victim needed three stitches to close the wound.

Mathew T. Pluff of 114 Division St., Fulton was arrested on a bench warrant at 4:30 p.m. July 30. He allegedly failed to pay a $220 fine and surcharge levied October 8, 2008.

Sara-Bai M. Montalvo of 157 W. 1st St. N., Fulton was arrested July 30 on a warrant issued by Fulton City Court alleging criminal mischief. She allegedly failed to return to court July 23 to answer an appearance ticket. While at the police station on the warrant, she was arrested on another warrant, alleging she failed to appear in court July 23 to answer a charge of harassment.

Timothy R. Howell of 497 Maple Ave., Fulton was arrested at 7:36 p.m. July 30 on a warrant alleging he failed to appear in court on July 23 to answer charges of menacing and criminal possession of a weapon.

Joseph E. Tobin of 557 W. 5th St., Oswego was arrested at 9:56 p.m. July 30 on charges of aggravated unlicensed operator, failure to keep right and unlicensed motor vehicle operator. Police allege that Tobin’s car crossed the double solid line. During the ensuing traffic stop, police alleged they discovered Tobin’s license had expired on April 13 and that his licensed had been suspended on four charges over three dates.

Marc S. Heald of 210 Seneca St., Fulton was charged at 4:58 p.m. July 31 with trespass. Police allege he refused to stop sitting on the steps of the Fulton Public Library after the director of the library had asked him to leave.

Jeremy J. Ross of 365 S. 3rd St., Fulton was charged with aggravated unlicensed operator and unlicensed motor vehicle operator at 3:43 a.m. August 1. Police allege he was driving on a permit suspended for failing to pay child support and pending submission to the court.

Jennifer L. Candee of 213 Mt. Pleasant Rd, Fulton was charged with an open container violation at 7:55 p.m. August 1 for having an open bottle of Bud Light while outside Fran’s Riverfront at 124 N. 1st St., Fulton.

Angel R. Frank of 169 Lakeshore Rd., Fulton was arrested at 2:32 a.m. August 2 and charged with DWI, DWI with a blood alcohol level above 0.08%, improper or no turn signal and no stop lamps. Police allege they saw Frank swerving while driving on the Broadway bridge. During the subsequent traffic stop, police allege she failed three of four field sobriety tests given to her and a blood alcohol test later at the police department confirmed the field findings.

Zachary R. Parker of 362 W. 4th St., Fulton was charged with endangering the welfare of a child at 9:28 a.m. August 2. Police allege Parker yelled, swore, threw and punched items in the presence of a 4 year old.

Matthew A. Richardson of 367 Fort Leazier Rd., Mexico was charged with criminal contempt at 3:15 p.m. August 2. Police allege he violated an order of protection by going into a person’s home and having an argument.

Samantha L. Knoepfel of 3636 Co. Rt. 3, Fulton was charged at 9:30 p.m. August 2 with petit larceny. Police allege she saw an open purse in the back room of Arby’s on S. 1st St., took the wallet out of it, took $57 from the wallet and replaced it in the purse.

  1. “and threatened to throw a candle at the person” ~ Wee all know the bruise a motif candle can leave! Good thing the police got there!

    “he refused to stop sitting on the steps of the Fulton Public Library ” ~ He keeps ruining their standing room only claim I guess.

    All the Fulton Blotter ever denotes is that there are far too many idle police in that town to begin with. I am told that they are so aggressive that the local populace is afraid to say a word about it for fear of having a warrentless charge lodged against them too. If there was ever a case for a citizen’ s review board, it should be in Fulton.
