Robert E. Omundsen of 110 Hart St. Fulton was charged with DWI above 0.18%, DWI and insufficient turn signal at 8:07 p.m. on August 17. Police allege he turned onto Hart St. without signaling. During the ensuing traffic stop, the officer smelled alcohol. Omundsen failed all three sobriety tests given to him, police allege, and a breath test at the police department confirmed a blood alcohol level above 0.18%.
Marc S. Heald, 21, of 210 Seneca St., Fulton was charged with harassment at 11:53 p.m. August 17. Police allege he punched in the eye the other participant of a domestic dispute.
Efrain Marrero-Lopez, 35, of 3551 St. Rt. 3, Fulton was charged with disorderly conduct at 7:19 p.m. August 18. Police allege he was outside a home on W. 5th St. S. and refused to stop swearing at people on the porch of the home when ordered by an officer.
James A. Jaquin, 40, of 409 Buffalo St., Fulton was charged with harassment at 10:22 p.m. August 18. Police allege that while at another home on Buffalo St., he picked up a grease can from his grill and threw it at another person, hitting the person in the arm.
Justin C. Curtis, 28, of 438 E. Flower Ave., Watertown was charged with aggravated unlicensed operation and using a cell phone while driving at 5:40 p.m. August 19. Police allege he was talking on his cell phone while driving, and had a revoked driver’s license.
Justin R. Wrightmire, 21, of 1321 Co. Rt. 4, Central Square was charged at 10:14 p.m. August 19 with DWI and DWI above 0.08%. Police responded to a complaint of an intoxicated driver along S. 3rd St. An officer found Wrightmire in his car, parked on the side of the street. The officer alleged he smelled alcohol and noticed that Wrightmire’s speech was slurred and eyes were glassy. Field tests and a later chemical test confirmed the DWI charges.
Earnest G. Morrison, Sr., 33, of 561 O’Connor Rd., Oswego was charged at 10:48 p.m. August 17 with aggravated unlicensed operation. Police allege he had a suspended license.
Rose M. Burnett, 23, of 707 Emery St., Fulton was charged at 2:34 p.m. on August 19 with harassment for allegedly slapping another person in the head half an hour before at 605 Oneida St. At the same scene, police charged Stephanie N. Burnett, 18, with disorderly conduct for swearing loudly after being told by an officer to stop.
Robert J. Brown, 65, of 35 State St., Oneida Castle, was at 8:40 a.m. August 20 charged with attempting to commit grand larceny. Police allege that on July 7, he threw $1,671 worth of merchandise over a fence at Tractor Supply store, intending to steal it. Police claim he worked with a second person, who was not named.
Taylor L. Simmons, 17, of 108 S. 7th St., Fulton was charged at 2:34 p.m. August 19 with disorderly conduct for continuing to yell and swear after being ordered by an officer to stop.
Francis L. Bronner, of 1835 Cr. Rt. 85, Oswego was charged at 8:30 a.m. August 20 with forgery by allegedly altering a prescription while at Kinney Drugs’ pharmacy on August 20. Bronner was charged with a second count of forgery at 10:26 a.m. the same day for allegedly altering a prescription while at Kinney Drugs’ pharmacy on August 17.
Gregory S. Wilson, 19, of Port Byron was charged at 1:00 p.m. August 20 with sexual misconduct and endangering the welfare of a child. He is accused of having had sex with a 16 year old in Fulton between January 1 and February 28, 2009.
Jeffrey L. Wheeler, Jr., 19, of 605 Oneida St., Fulton was charged at 2:50 p.m. August 20 with having an unlicensed dog. Police allege the dog, half Rottweiler and half German shepherd, bit a man during an altercation. The man the dog bit, Jerry M. Burnett, Jr., 28, of 707 Emery St., Fulton, was arrested at 9:04 p.m. on August 20 and charged with aggravated harassment and trespass. Police allege he went to 605 Oneida St. after having been warned to stay off the property. Police allege Burnett called the occupants and said he had put oil and sugar in their car’s gas tank and was coming over on the 19th to beat them up.
Ryan L. Deuel, 18, of 463 1/2 S. 1st St., Fulton was charged at 9:04 p.m. August 20 with harassment for allegely pushing a woman in the back while at a grocery store on Cayuga St.
Giovanni Perez, 25, of 513 Rochester St., Fulton was charged at 4:10 a.m. August 21 with assault, menacing, criminal possession of a weapon and endangering the welfare of a child. Police allege he got into a physical argument at home, poking a woman in the head with his finger, grabbing her face and pushing her back, punching her in the head and kicking her. Police allege he grabbed a cane and used it as a weapon, all int he presence of a two month old child who was a few feet away from the altercation.
Jennifer L. Beeman, 22, of 515 Hannibal St., Fulton was charged at 4:11 a.m. August 21 with DWI and DWI above 0.18%. Police allege the officer smelled alcohol and noticed Beeman’s eyes were watery and coordination was impaired. She allegedly failed four field sobriety tests and a subsequent breath test showed a blood alcohol level above 0.18%.
Giovanni Perez, 25, of 513 Rochester St., Fulton was arrested at 12:26 p.m. August 21 on an Oswego County Court bench warrant.
Nicole A. Avery, 23, of 508 Cayuga St., Fulton was arrested at 2:30 p.m. August 21 on a vench warrant from Fulton City Court Judge Spencer Ludington for failing to appear in court.
Scott A. Szlamczynski, 36, of 360 Park Ave., Fulton was charged at 11:11 p.m. August 21 with assault and endangering the welfare of a child. Police allege that at home earlier in the evening, he grabbed a woman and slammed her against the wall several times, eventually throwing her to the ground. This happened while an 11 year old child watched, police allege.
Douglas M. Reynolds, 26, of 814 Kirby Rd., Baldwinsville was charged at 1:39 a.m. August 22 with DWI, DWI above 0.18%, aggravated unlicensed operation and failing to signal a turn. Police pulled Reynolds over for allegedly failing to signal a turn into W. 1st St. S. Police allege Reynolds was unsteady on his feet, smelled of alcohol, slurred his speech and had glassy eyes. He allegedly failed all three field sobriety tests given to him and a chemical test confirmed a blood alcohol level above 0.18%. His license had also been suspended.
Ray G. Deveney, 39, of 584 Peat Bed Rd., Hannibal was charged at 3:00 a.m. August 23 with disorderly conduct for allegedly peeing in the parking lot of the Crazy Gator.
John D. Halstead, Jr., 41, of 1065 Route 48, Fulton was arrested at 2:36 a.m. August 23 and charged with reckless driving, reckless endangerment, unlawful fleeing a police officer, DWI, aggravated unlicensed operator, speeding and failing to keep right. Police allege that they tried to stop Halstead because his car crossed the center line on W. 1st St. S. several times and was going 41 miles an hour in a 30 mile an hour zone. A brief chase ensued, and police allege Halstead crossed the center line several more times while speeding. Police say Halstead turned off his headlights for a period of time, while driving in the oncoming lane. Halstead crashed into a guardrail near High Banks Drive, where he was taken into custody. Police allege he smelled of alcohol, had impaired coordination and glassy eyes, and failed three field sobriety tests. He had a suspended license.
Victor A. Vazquez, 45, of 306 W. Broadway, Apt. 2, Fulton was charged at 6:38 p.m. August 23 with harassment and resisting arrest. Police allege he charged at an officer as he was leaving his apartment, made contact with the officer, and resisted having handcuffs put on him.
Shaunna M. McMurray, 21, of 511 Academy St., Fulton was charged at 6:56 p.m. August 23 with harassment and endangering the welfare of a child for allegedly punching a man in the head while he held a two year old child.
Nathaniel J. Cleveland, 26, of 50 S. Jefferson St., Fulton was charged at 6:46 p.m. August 23 with harassment for allegedly pushing a woman and grabbing her around the neck during a dispute.
Jerry M. Burnett, Jr., 28, of 707 Emery St., Fulton, was arrested at 2:32 p.m. August 19 for disorderly conduct for continuing to make noice outside 605 Oneida St. after police ordered him to keep his voice down.
