Alton R. Kerfein, 62, of 142 E. 2nd St., Oswego was charged on September 2 with two counts of forcible touching and endangering the welfare of a child. Police allege Kerfein, at 828 Holly Drive, Fulton, touched the breast and vagina of a child from the time the child was nine years old in 2007 to July 9, 2009, when the child was 11. From the police report: “This conduct allegedly included a time in the spring of 2009 when the defendant intentionally and for no legitimate purpose did grab the clothes covered breast of the 11 year old victim as he gave her a kiss and on July 9th 2009 when the defendant allegedly rubbed the clothes covered vagina of the 11 year old victim.” He was released on an appearance ticket.
Joseph P. Wall, 31, of 110 Riverscape Dr., B-110, Fulton was charged at 9:11 pm September 2 with criminal mischief in the third degree, endangering the welfare of a child, unlawful imprisonment in the second degree, resisting arrest, unauthorized use of a motor vehicle in the third degree, and two counts of harassment in the second degree. Police allege that during a domestic dispute that day at 1001 S. First St., Apt 110, Wall grabbed the victim by her arms and pinned her to the wall while he searched her pockets for keys, later threw her computer monitor to the floor, kicked the door and caused pieces of the frame to break after being locked out, and kicked in the door while a child was present. About 14 minutes later, police found Wall allegedly hiding in a vehicle at Thunder Alley Motor Sports, just outside the city line. Police allege Wall fought being arrested, lifting an officer’s leg off the ground, throwing the officer onto the ground on his back.
Tyler J. Hobart, 17, if 113 Chestnut St., Apt 2, was arrested at 1:03 a.m. September 3, 2009 and charged with unauthorized use of a motor vehicle and unlicensed operator. He was stopped in the 300 block of W. 1st. St.
Thomas A. Tracy, 40, of 361 S. 3rd St., Fulton, was charged at 6:08 am September 3 with aggravated harassment. Police allege he called a person at her workplace and said that when he found out where she was living, he would burn the place down.
Christopher N. Currier, 16, of 713 Oneida St., Fulton was charged at 2:00 pm September 2 with marijuana possession and with possessing alcohol under age 21. Police allege Currier was smoking marijuana while at the intersection of W. 3rd St. and Pine St. Police allege they found an unopened can of “Tilt” malt benerage in his front left pocket.
Joseph R. Clark, 21, of S. 3rd St., Fulton was arrested at 9:00 pm September 3 and charged with harassment. Police allege that during a domestic dispute at 259 W. 7th St., Clark grabbed the victim by the throat.
Ricardo Rivera, 38, of 4 Airport Rd. Fulton was arrested at 1:57 am September 4 and charged with driving with inadequate head lights, following too closely, failure to keep right, driving while intoxicated and driving while intoxicated with a BAC of more than 0.08%. Police stopped his vehicle in the 600 block of Hannibal St. for not having an operating driver side headlight and for following the vehicle in front of him too closely. He failed field tests for sobriety and was taken to the police station, where a breath test showed a blood alcohol level above 0.08%.
Kevin J. Vandelinder, 23, of 616 Ontario St., Fulton and Walter L. Vandelinder, 25, of 108 Walnut St., Fulton were ticketed for an open container violation. Police allege they had an open half-can of Busch beer while in the parking lot of Kinney Drugs at 115 Oneida St.
Jeemy W. Collins, 25, of 212 W. 3rd St., Fulton was arrested at 5:56 am September 4 for aggravated unlicensed operator in the second degree, unlicensed operator and unlawful possession of marihuana. Police allege that while ticketing him for driving with a license that had been revoked for driving while ability impaired, they found a pipe with marijuana residue in one end.
Harold L. Dickson, 39, of 8515 Michigan Ave, Cicero was arrested at 11:00 am September 4 on a bench warrant from Fulton City Court charging failing to appear to answer a charge of criminal trespass from May.
Ronald W. Tompkins, 20, of 401 Cayuga St., Fulton, was charged at 4:30 pm September 4 with assault and criminal possession of a weapon. Police allege that at approximately 1 am that day, Tompkins struck a man in the had with a three foot long wooden fork. The cut needed 14 stitches to close.
Lee A. Johnson, Jr., 31, of 4109 Pine Hollow Rd., Liverpool was charged at 9:20 pm September 4 with criminal possession of a controlled substance in the seventh degree, aggravated unlicensed operation of a motor vehicle in the second degree, unlicensed operation of a motor vehicle, and drivers view obstructed. Police pulled his vehicle over at 30 S. 12th St. for a cracked windshield. Police allege Johnson was found to never have had a driver’s license, with his privileges suspended for 8 unanswered charges, as well as a conviction for aggravated unlicensed operation in June. Police allege the found crdack cocaine in the vehicle next to Johnson’s feet.
Richard P. Michael, 32, of 23 Govenour St./107 Klocks Corners Rd., Oswego, was charged at 5:56 pm September 5 with assault in the second degree and criminal possession of a weapon in the third degree. Police allege Michael, while on S. 2nd St. at Vanburen St., put a coil of heated wire on the buttocks of a victim, then squeezed the victim’s bicep with a wrench. The actions caused a burn on the buttocks and bruises on the bicep.
Jean A. Flagg, 30, of 717 Seneca St., Fulton was charged at 9:20 pm September 4 with criminal possession of a controlled substance in the seventh degree. Police allege she had a pipe used to smoke crack cocaine and the pipe had cocaine residue in it.
John E. Joy, Jr., 29, of 260 1/2 S. 7th St., Fulton was charged at 9:00 pm with dangeorus fireworks and unlawfully dealing with fireworks. Police allege that he shot off a yellow “Animal House” fountain firework in front of his house.
Edwin O. Gonzalez, 27, of Wine Creek Apt. 93-E, Oswego was arrested at 12:23 am September 6 and charged with driving while intoxicated, aggravated unlicensed operator, uninspected motor vehicle, unlicensed operator, unregistered motor vehicle, uninsured motor vehicle, passed red arrow and improper plates. Police stopped Gonzalez for allegedly running a red arrow. They allegedly found he had only an ID card, and the vehicle registration came back to a different vehicle from the one he was driving. He allegedly failed field sobriety tests and had an open can of Bud Light in his car. Police subsequently found his license had been suspended four times for failing to pay child support, failing to pay an assessment, insurance lapse and suspension, and DWAI.
Robert C. Copeland, 38, of 200 Hannibal St., Fulton was arrested at 2:41 am September 6 for passing a red signal, failing to use signal lamps, driving while intoxicated and driving while intoxicated with a BAC of more than 0.08%. Police allege he ran a red light at Broadway and W 1st St. S. and failed to signal a turn onto Beech St. He allegedly failed field sobriety tests and the alcohol level of his blood was confirmed by breath test at the police station.
Francisco S. Rosales, 18, of 408 Buffalo St., Fulton was ticketed at 11:55 pm September 5 for the city code offense of open container under 21 years of age. Police alleged they found him at VanBuren and Clark Sts. with an open 750 ml bottle of Mr. Boston 100 proof vodka a quarter full.
Ronald A. Reeves, 64, of 71 W. Albany St., Oswego was arrested at 10:14 pm September 4 and charged with obstructing governmental administration in the second degree. Police allege he entered the roadway at W. 1st St. and Broadway twice after being told to stay out of the street while police were investigating.
Christopher M. Santorelli, 17, of 58 Rowlee Ave., Fulton was charged with marijuana possession. Police allege that on August 30. they found him at W. 3rd St. and Pine St. in Fulton with a metal pipe in his pants pocket. They allege the pipe contained marijuana residue.

I simply love reading the various comments about the Fulton PD being “Overly Aggressive”. The so called “Idle Infractions” aren’t idle. They often times lead up to bigger more serious events. With that being said, they’re not aggressive, they’re proactive.
