FULTON, NY – William J. Chapman, 85 of Fulton died Thursday March 1, 2012, at St. Luke Health Services in Oswego.

Born in Fulton, he was a life resident.

Bill owned and operated Foster’s in Fulton for 38 years.

Bill had partnered with Dick Bergan and Leo Greco to form BCG Development Corporation, which helped to develop the downtown area of Fulton.

He was a communicant of Holy Family Church in Fulton.

He had attended Oswego State.

An Army veteran, Bill served in Japan.

Bill was a charter member of Beaver Meadows Country Club.

He was predeceased by his wife, Elizabeth Anne Chapman, who died October 25, 2008; and by two sisters, Helen Arnold and Marjorie Moore.

Surviving: two sons, and William (Debora) Chapman of Ogdensburg and James (Barbara) Chapman of Syracuse; five grandchildren, Katielynn (Brian) Canale, Patrick, James, Natalie and William Chapman; a great-granddaughter, Anna Elizabeth Canale; several nieces and nephews.

A Mass of Christian Burial will be celebrated 9:30 a.m. Monday at Holy Trinity Catholic Church, 309 Buffalo St., Fulton.

Spring Burial will be at St. Mary’s Cemetery, Fulton.

Calling hours will be 1 to 4 p.m. Sunday at Foster Funeral Home, 910 Fay St., Fulton.

In lieu of flowers, contributions may be made to the John Foster Burden Fund, 299 East River Road, Oswego, 13126.

  1. Bill and Anne were wonderful neighbors. We had a lot of laughs throughout the years. With the passing of our Dad this past Christmastime and Bill, the old neighbors have almost all passed away. Our thoughts and prayers are with Billy and Jimmy.

    Your dad was a wonderful man to whom the City of Fulton owes many thanks. He will long be remembered by Fultonians for his civic leadership as well as his kind and pleasant manner while working to serve the public at his business, Fosters. He “made our day” many times over with something as simple as serving a cup of coffee. My thoughts and prayers are with you all.

  3. Remember rushing downtown after school to Foster’s to watch the World Series and grab a coke and a headlight! Fond memories of his place and all the other nice people that worked there. RIP and condolences to the family!
