FULTON, NY – During a recent pancake breakfast held at the Oswego County Airport Cadet Julian Furletti-Gilman, 15, of Oswego, was promoted to the grade of Cadet Senior Airman.
This is the 3rd achievement in the Civil Air Patrol’s cadet program.
It is named after Mary Feik a Pioneer in the fields of aviation mechanics and engineering and proud CAP member.
Since joining the Civil Air Patrol cadet Furletti-Gilman has attended regular weekly meetings and special activities. One of those activities was a trip to Fort Drum to fly the full motion Black Hawk flight simulator used to train Army helicopter pilots.
As part of a recent amateur radio class he successfully passed the FCC technician amateur radio license exam.
Prior to the promotion Cadet Furletti-Gilman shared that his father, Colonel Gilman told him about Civil Air Patrol and showed him the website explaining the organization and the cadet program. He told him it would be a great opportunity and a good path to U.S. Air Force.
Unaware of the Civil Air Patrol program as a teen Colonel Gilman got involved in NJROTC in high school, and went on to attend, and graduate from, the U.S. Military Academy at West Point. He was commissioned as a field artillery officer, but subsequently went on to law school and was appointed an officer in the judge advocate general’s corps.
He served a tour in Iraq, where he was the U.S. advisor on the establishment of the Iraq High
Tribunal, the war crimes court. Colonel Gilman was also in charge of the international team that
assisted the Iraqis in rewriting all of their laws pertaining to economics and business, pursuant to UN Security Council Resolutions, and World Bank and International Monetary Fund prerequisites for assistance to Iraq.
He is now serving in the U.S. Army Reserve.
In his civilian capacity, Colonel Gilman is the General Counsel of the Defense Security Cooperation
Agency.
DSCA is a component of the Department of Defense, and is responsible for all government to government arms sales, including aircraft.
Previously, he served as Associate General Counsel in the Department of Defense Office of General
Counsel, where he was senior lawyer for Afghanistan and Pakistan matters.
When considering his father’s achievements one might think Cadet Furletti-Gilman would be
intimidated. But not so, when asked about his goals he said he is planning on completing the Mitchell Award, emergency services ratings in ground team search & rescue and leadership.
Nationally only 15% of cadets in the Civil Air Patrol program achieve the Mitchell Award.
He is also considering joining the U.S. Air Force after college.
Civil Air Patrol is the all-volunteer auxiliary of the United States Air Force, a non-profit organization

The organization has been tasked by Congress since 1941 with three core missions: Cadet Programs, Aerospace Education and Emergency Services.

Operating locally from the Oswego County Airport, Civil Air Patrol provides the region with a year-round cadet program and trains a corps of uniformed volunteers for its search and rescue and disaster relief missions.
