Originally imposed as a way to fund wireless technology upgrades for 911 call centers, the state is reportedly using the money for a laundry list of expenses while counties see a fraction of the collections. Now, local lawmakers are drafting a letter to the state to take a stand on the issue and stress that it has used the account as its personal piggy bank for too long.
