On the 13th day of October, 2008, at approximately 1:29 P.M., while at 314
S. Second St., the Dunkin Donuts, in the City of Fulton, New York, the said
defendant Douglas E. Rogers was arrested for Unlawful Possession of
Marihuana, 6 counts of Criminal Possession of a Controlled Substance
Seventh, and Driving While Ability Impaired by Drugs.
It is alleged that on the 13th day of October, 2008, at approximately 12:45
P.M., while at 314 S. Second St., the Dunkin Donuts, in the City of Fulton,
New York, the said defendant Douglas E. Rogers did knowingly operate a vehicle
while his ability was impaired by drugs.  The said defendant did cause a Property
Damage motor vehicle accident and did fail four field sobriety tests.
It is also alleged that the said defendant did knowingly and unlawfully
possess 1 pill of Suboxone a schedual III drug, 28 pills of Mylan AI Xanaz a
schedual IV drug, 2 pills of M357 Vicodin a schedual III drug, 6 pills of GG
257 Xanax a schedual IV drug, 1 pill of GG 258 Xanax a schedual IV drug,
and 7 pills of E652/15 MS Contin a schedual II drug which were all located in
various locations in the said defendants above mentioned vehicle which he
owns and was operating.
It is also alleged that the said defendant did knowingly and unlawfully
possess a pipe commonly used to smoke marihuana and which did contain
marihuana residue.  The said defendant did possess said pipe in the middle
console of the above mentioned vehicle which he owns and was operating.

The defendant Douglas Rogers was arrested on the 13th day of October,
2008 at 6:12 PM while in the 100 Block of State Street in the City of Fulton,
NY for the crime of Driving While Ability Impaired by Drugs and the traffic
offense of Failure to Keep Right.
It is alleged that the defendant, at the previously stated date, time and
place did operate a vehicle in the 100 block of State Street.  The defendant pulled
out of the Dunkin Donuts parking lot and up to the stop sign located at State
Street and South Second Street.  The vehicle came to a stop with more than
half of the vehicle in the westbound lane when it was traveling eastbound.
Upon stopping the vehicle and  speaking with the operator it was apparent to
me that his ability to operate the vehicle was impaired due to his slurred
speech and lack of motor skills.   I was also familiar with the defendant
because I  had just released him at 5:39 pm from the Fulton Police
Department for the crime of Driving While Ability Impaired by Drugs.  Upon
releasing the defendant  he was unsteady on his feet and his motor skills
were impaired.   The defendant was issued two field sobriety tests, the walk
and turn and the one-leg stand tests in which he failed both.

for three counts Criminal Sale of a Controlled Substance in the Fifth Degree

It is alleged that on the 29th day of August 2008, at approximately 10:00
am, while at 415 Hannibal St. Fulton NY, the said defendant did knowingly
and unlawfully give a person 10 Hydrocodone pills, a controlled substance.
It is also alleged that on the 29th day of August 2008, at 2:30 pm, while at
358 Park St. Fulton NY, the said defendant did knowingly and unlawfully give
a juvenile a prescription pill bottle containing 25 Hydrocodone pills, a controlled
substance.  The said actions by the defendant were likely to be injurious to the physical,
mental and moral welfare of the victim.

It is alleged that the said defendant, Joseph M. Mason on the 3rd day of
October, 2008, at approximately 6:30 AM, while at 65 1/2 W. 1st Street, in
the City of Fulton, New York, did commit the crimes of criminal possession of
a controlled substance in the 3rd, 4th and 7th degrees, criminal possession
of marijuana in the 3rd degree, criminally using drug paraphernalia in the 2nd
degree, endangering the welfare of a child and unlawfully possession of
marijuana when he knowingly and unlawfully possessed sixty methadone
tablets, a schedule II prescription drug, six Oramorph tablets, a brand name
for schedule II prescription drug morphine and seventeen MS Contin, a brand
name for the schedule II prescription drug morphine with the intent to sell
said narcotics.  On the same date time and place the said defendant did also
knowingly and unlawfully possess 8.34229 ounces of marijuana, five pipes
containing marijuana residue, and a digital scale.  The aforementioned items
were stored and used in close proximity to an infant child less than one year
of age and the bedding accommodations of said infant.

On 10/17/2008 at approximately 0200 hours, while at N. First St, and Oneida
St. the defendant, Michael T. Deloff, was arrested on the charges of
Reckless Endangerment in the 2nd Degree, Harassment in the 2nd Degree
and Criminal Mischief in the 4th Degree. Deloff was held pending
arraignment in Fulton City Court.
It is alleged that on the same date around 0145 hours while at 124 N. First
St, Fran’s RiverFront Bar, the defendant did break the window of a vehicle while the
victim was in the driver’s seat, by punching his hand through it. The actions of the
defendant did cause glass to hit the victim’s face in close proximity to their left eye
causing small lacerations to their face. The said actions did also alarm, annoy and
harass the victim.

On October 19, 2008 at approximately 1940 hours, while at the Fulton Police
Department, 141 S. First St. in the City of Fulton, the said defendant, Timothy
P. Derycke, was arrested on an arrest warrant, issued by the Fulton City
Court and signed by the Honorable Judge Spencer J. Ludington on October
15, 2008 on charges stemming from an incident that occurred on October 7,
2008 at approximately 7:35 PM, accusing the said defendant of
Harassment in the 2nd degree and Criminal Contempt in the 2nd degree.
It is alleged that on October 7, 2008 at approximately 7:35 PM while at the
intersection of W. First St. S. and W. Broadway, the said defendant, while
driving a vehicle did turn onto the Broadway Bridge from northbound W. First St. S.
and cut off the victim while they were driving eastbound through said intersection
onto the Broadway Bridge. The said defendant did then accelerate and
decelerate repeatedly in front of the victim, while displaying his middle finger
out the window at the victim, causing them to feel annoyed and alarmed. The
said defendant did then back his vehicle towards the victim’s vehicle and then
pull forward two separate times, while waiting at the intersection on S. First
St. and E. Broadway, causing the victim to fear their vehicle being damaged or
that they may be injured if he struck her vehicle. The actions of the said
defendant caused the victim to feel harassed and annoyed, and also was in
direct violation of an duly sworn Oswego County Family Court Order signed
by the Honorable Judge Spencer J. Ludington on October 9, 2008 and valid
until October 9, 2009.

razor blade in an area accessible to several children, the defendant did also
knowingly allow co-defendant, Quentin Lashawn Thomas, to occupy the residence
and use said residence for the selling of an off-white chunky substance that field
tested positive for the presence of cocaine and which the co-defendant stated was
possessed with the intent of selling. The location where the substances were possessed and
sold were occupied by the defendant, co-defendant and also by the aforementioned
children. The possession and sale of controlled substances and other illegal substances
placed the children in danger due to the nature and risks associated with the trafficking
of such substances. These risks include the dangers of drug related robberies and/or
the risks of injury or harm related to the execution of search warrants conducted by
