3 Oswego Hospital Nurses Charged with Stealing Controlled Drugs

State Police arrested three nurses in Oswego Hospital’s emergency room for allegedly getting controlled drugs without a doctor’s order.

The nurses were all arrested at some point in the last month by Troopers working with the State Health Department’s Bureau of Narcotic Enforcement.


  • Shannon M. Salva, 42, of 108 Meays Drive, Syracuse, on August 16;
  • Lori E. Weinheimer, 46, of 1379 County Route 7, Oswego, on August 26, and;
  • Ryan C. Fleming, 25, of 4070 State Route 69, Mexico, on September 9.

Police say Oswego Hospital’s administration started the investigation, based on suspicion that controlled substances were being taken without a doctor’s prescription from a machine that dispenses drugs in the emergency department.

Police say the hospital tracked what appeared to be unauthorized withdrawals from the machine and identified the suspects for police.

Each was charged with a felony count of falsifying business records and a misdemeanor count of possessing a controlled substance.  Police say there are other charges related to Public Health Law as well.

They were issued tickets to appear in court and released.
