Oswego Mayor Tom Gillen welcomes the crowd to Harborfest and the Port City during an abbreviated version of the opening ceremonies. He paid special recognition to Rosemary Nesbitt for creating what evolved into Harborfest and Charlotte Sullivan for “kicking it up a notch” to what it is today. “Her energy, her vision is what sparked all this,” he added.
