On Wednesday, Joseph E. Brown, 28, of 460 O’Connor Road, Lot 2, Oswego, was operating a 2010 Polaris ATV four-wheeler westbound on County Route 4 in the Town of Scriba at 11:10 p.m., according to county sheriff’s deputies.
He reportedly lost control approximately 300 feet west of County Route 29. He was transported to Oswego Hospital where he was pronounced dead.
A police sergeant was promoted and two new officers joined the force during the public ceremony. Also, three members of the fire department received promotions.
John Dunsmoor, the board’s vice president for the 2010-2011 academic year, was appointed president. Kathy Allen was named to fill Dunsmoor’s previous spot.
New York State’s Senate and Assembly passed a bill June 24 that will cap property tax increases at 2 percent or the rate of inflation, whichever is lower.
The driver of the vehicle is listed as Robert J. Fay, 18, of 128 Shacksbush Road, Bernhards Bay. The passenger who lost his life in the accident is listed as Dillan F. Mueller, 18, of 3314 Fulton Avenue, Central Square.
The Oswego City School District Board of Education and the Oswego Public Library board of trustees will both hold their annual reorganizational meeting today. County and city meetings are also on tap in Oswego.

A U.S. Coast Guard Station Oswego, N.Y., boatcrew rescued a man, a woman and a 15-year-old boy from a 34-foot pleasure craft taking on water about 17 miles north of Oswego, nearly in the middle of Lake Ontario, at approximately 3:30 a.m. Saturday.
“This decision was not arrived at easily and we very much appreciate the willingness of the area licensed agencies to support the transition of home aide services,” said Ann Gilpin, Oswego Health President and CEO. “Clients will be allowed to select the organization of their preference and we will support the clients and their families through this transition. Our Human Resource Department will work with staff for alternative opportunities,” she added.
The Greater Oswego-Fulton Chamber of Commerce has decided to reverse the parade route this year. It will begin along Liberty Street and wind up at the fort.
