Project Bloom is a joint program of the Greater Oswego-Fulton Chamber of Commerce and the City of Fulton to beautify the city’s entrances and business areas with fresh flowers during the spring and summer months. ESA sponsors the City of Fulton welcome sign on Rt. 3 in front of NBT Bank.
