New Legislation Enables Farmers to Finance Housing for Farm Workers

Assemblyman Will Barclay (R,C,I-Pulaski) today announced that the Assembly and the Senate passed legislation that will enable more farmers and agricultural operations to borrow from the State’s Farmworkers housing fund to construct or improve farmworker housing for year-round use.

“Many farmers and agriculture producers employ people whom they need to live on their premises,” said Barclay.  “In the case of dairy, livestock, plant management personnel, these employees need to be on call at all hours of the day and night.  By providing housing, the farm owners and agriculture operation owners can feel more confident that their business will be attended to as needed.”

The bill, which has passed both houses of the legislature, (A.8819) will make it possible for farmers and agriculture producers to borrow money from the state for year-round farm worker housing.  This bill would expand the existing law.  Currently, only farmers who employed seasonal workers or dairy farmers are allowed to borrow from this fund.  The new law would allow anyone who is eligible for an agricultural assessment to apply for the loan.

“Year-round farm workers, particularly those who work in farming during the winter months, need high quality housing.  This legislation will help more of those in agriculture to provide the housing they need for their employees,” said Barclay.

To apply for a loan, farmers and ag producers can contact the New York State Division of Housing and Community Renewal.  Up to $100,000 may be obtained per year through the fund to qualifying ag producers. For more information, visit www.dhcr.state.ny.us or call 1-800-432-4210.
