Excellus BlueCross BlueShield has the top-rated HMO/POS plan in New York state, according to the National Committee for Quality Assurance (NCQA) health insurance plan ranking for 2011-2012.
Excellus BlueCross BlueShield is the only health plan in New York state to have a commercial product ranked in the top 20 nationally.
The health plan also maintained its strong rankings in other product lines. NCQA’s Medicare health insurance plan ranking for 2011-2012 listed Excellus BlueCross BlueShield Medicare plans at No. 26 in the nation, while the NCQA Medicaid health insurance plan ranking for 2011-2012 listed Excellus BlueCross BlueShield at No. 15.

NCQA is a private, nonprofit organization dedicated to improving health care quality. NCQA accredits and certifies a wide range of health care organizations. It also recognizes clinicians and practices in key areas of performance. NCQA’s Healthcare Effectiveness Data and Information Set (HEDIS) is the most widely used performance measurement tool in health care.
The national rankings reflect a health plan’s performance based on:
• Success in preventive care and treating illness (60 percent of overall score).
• Results of consumer satisfaction surveys (25 percent of overall score).
• NCQA accreditation standards score (15 percent of overall score).
