Fulton Woman Charged With Welfare Fraud

OSWEGO, NY – On Thursday (Jan. 7), at 8:42 a.m., Billy Jo Thomas, 29, of 328 Russell Road, Fulton, was arrested for third-degree welfare fraud, a class D felony; third-degree grand larceny, a class D felony and first-degree offering a false instrument for filing, a class E felony.

The arrest stems from an investigation conducted by the Oswego County Department of Social Services.

She allegedly received services in the form of food stamps and temporary services from April 2009 – August 2011 due to not reporting incomes received.

Thomas was arraigned in the Town of Scriba Court by Judge Ken Adkins.

She is scheduled to appear in the Town of Mexico Court on Jan. 12.
