Investigation at the scene revealed a tan minivan traveling northbound on County Route 8 crossed the center line, side-swiping a vehicle traveling southbound.

A second vehicle traveling southbound drove off the road into an embankment to avoid being hit head-on by the minivan, causing damage to the second vehicle, police said.

Witnesses advised troopers the suspect vehicle had continued northbound following the accident.

Troopers located the suspect vehicle on County Route 8 in the town of Minetto and interviewed the operator, Kenneth L. Hutchinson, 27, of Hannibal.

Investigation revealed Hutchinson was allegedly driving while impaired by drugs, and had three passengers under the age of 16 in the vehicle, according to the police report.

Hutchinson was taken into custody and transported to SP Fulton where he was charged with Driving While Ability Impaired by Drugs, and Aggravated Unlicensed Operation in the 3rd Degree, both unclassified misdemeanors, three counts of Aggravated DWI: driving while intoxicated with a passenger under 16 years of age, a class “E” felony, three counts of Endangering the Welfare of a Child, a class “A” misdemeanor, and multiple Vehicle and Traffic Law violations.

He was arraigned in the Town of Granby Court where his license was revoked for refusal to submit to a chemical test, and he was remanded to the Oswego County Jail in lieu of $1,000 cash or $2,000 bond.

He is scheduled to return to the Town of Granby Court today (May 2) at 7 p.m.
