OSWEGO COUNTY – The County of Oswego Industrial Development Agency (IDA) has been awarded $8.1 million in state funds through Empire State Development’s FAST NY Shovel Ready Grant Program to advance key infrastructure investments at the L. Michael Treadwell Oswego County Industrial Park in the Town of Schroeppel.
This award builds on the $2.5 million in federal Economic Development Administration (EDA) Public Works funding secured in 2024, along with $2.5 million in IDA funding, bringing the total investment in the project to more than $13 million.
The FAST NY funds will be used to construct a new electrical substation to serve the expanded industrial park, along with new power, gas, and telecommunications infrastructure. The project will also enhance the park’s entrance to accommodate hundreds of additional vehicle trips per day, improving access for current and future tenants.
“With modern infrastructure and an accessible location, the site is well-positioned to support advanced manufacturing and the semiconductor industry,” said Austin Wheelock, CEO of the Oswego County IDA. “This investment will transform the Oswego County Industrial Park into one of the most business-ready and strategically located sites in Central New York and all of New York State.”
When completed, the improvements will support the development of up to 1.1 million square feet of new industrial space, paving the way for substantial job creation and private sector investment. Groundbreaking is expected in late fall 2025, with project completion expected in fall 2027.
Governor Hochul praised the project’s economic potential, saying: “Through programs like FAST NY, we’re able to promote manufacturing and bring in good-paying jobs to communities throughout New York State. Companies want to come to New York because we have the hardest working individuals, and having shovel-ready sites makes New York State an international competitor for world-class companies to expand their operations here.”
Regional economic development leaders echoed that sentiment. “Our region is preparing for a significant growth curve in the semiconductor and advanced manufacturing industries. This investment through FAST NY will help ensure that Oswego County benefits from that progress,” said Ben Sio, acting president of CenterState CEO. “With a new electrical substation, improved site infrastructure, and an expanded entrance, the L. Michael Treadwell Oswego County Industrial Park will be ready to welcome these new and growing regional employers.”
County elected officials also emphasized the long-term benefits. “This project is a major step forward for Oswego County. By investing in the infrastructure that businesses need, we are creating the conditions for long-term job growth, private investment, and a stronger local economy. The improvements to the Industrial Park will benefit our residents for decades to come,” said James Weatherup, Chairman of the Oswego County Legislature.
