OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m., there have been 33 additional cases of novel coronavirus (COVID-19) since yesterday.

In place of Oswego County Legislative Chairman James Weatherup, County Administrator Phil Church gave this week’s county briefing. In the video, Church discussed the county’s recent revision of its policy regarding student athlete events for higher risk sports.

Beginning tomorrow, March 3, schools will be allowed to have spectators view indoor home games, with up to 50% capacity, or two spectators per student athlete, whichever number is smaller. Student athletes may also travel to other Section III counties.

“The county policy was changed to reflect the decline in new COVID cases over the past month,” Church said. “It may be revised again if COVID-19 cases increase or if new variants are found in Oswego County.”

More information can be found here.

The State Department of Health reports that 16.5% (19,413) of Oswego County residents have now received at least one dose of the COVID-19 vaccine; 10,647 residents have received both of the two doses.

Church thanked the county’s healthcare partners for all their work in getting Oswego County residents vaccinated.

“We are still seeing a higher rate of new infections than we would like to see in Oswego County,” Church said. “This means that the virus is still active in the community and we haven’t achieved the level of immunity we would like to see at this point. We still need to do our part to prevent the spread of the virus.”

New York’s rural counties are beginning to get increased shipments of the vaccine, according to Church, and the Oswego County Health Department is now able to meet the needs of more people who meet the state’s criteria, including those with underlying health conditions.

Beginning at 10 a.m. Thursday, March 4, the Oswego County Health Department will post links to vaccine clinics on the department’s website. Appointments are expected to be filled quickly. The department is also setting up a vaccine hotline – 315-349-3383, which will be open from 10 a.m. to noon on Thursdays.

Church also discussed a change in the Paycheck Protection Program by the federal government. Between now and March 9, only businesses with fewer than 20 employees for Paycheck Protection loans, which will allow for the program to focus more on smaller businesses, such as sole proprietors, dependent contractors and self-employed individuals. The Oswego County Office for the Aging continues to distribute “30 Days of Food” boxes to seniors aged 60 and above who may have a hard time shopping for food items during the pandemic and snowy weather. More information can be found here.

Church also expressed his condolences to Chairman Weatherup and his family for the recent loss of his father, Thomas Weatherup.

Notes: The total number of positive cases in Oswego County is cumulative since March 2020 and the number of recoveries and deaths are of those numbers. SUNY Oswego cases are included in the county numbers, however, the county tracks only those living in Oswego County. That means that students who chose to leave and go back to their home county and test positive there will be included on the college’s dashboard, but not the county’s. Their positive result would be reported to their home county, not here.

SUNY Oswego reset its numbers for the Winter/Spring 2021 semesters and does not include numbers from Aug. 12, 2020 to Jan. 1, 2021. Total cases reported include 195 past positive cases (experienced during the winter break: Nov. 2020 –Jan. 2021) of students residing off-campus, who were required to provide evidence of positive test results and recovery upon returning to campus.
