Fulton Police Officer, Wife, Arrested For DWI Following Crash In Town Of Richland

OSWEGO COUNTY – On March 18, 203, at 10:53 p.m., State Police in Pulaski responded to a reported one-vehicle property damage crash that occurred on Interstate 81 at milepost marker 120 in the town of Richland, Oswego County.

The accident investigation determined that a 2014 Kia Optima, operated by Sean M. Hanks, age 44 from Pulaski, NY was traveling south on I-81 when he veered off the west shoulder of the roadway and struck an earth embankment. The crash caused heavy front-end damage to the driver’s side front end. Hanks was not injured in the crash.

Troopers interviewed Hanks who appeared to be intoxicated. He was subsequently arrested for Aggravated DWI (BAC .22%) and Moved from Lane Unsafely.  Sean Hanks was issued an appearance ticket to appear in Oswego County CAP Court on April 2, 2023, at 5:30 p.m.

During the investigation, Troopers observed a second vehicle, a 2019 Jeep Cherokee, running and parked along the shoulder near the accident scene.  The driver was identified as Monica R. Hanks, age 44 from Pulaski. As the Troopers were investigating the crash, it was determined Monica Hanks drove to the crash to assist her husband. Troopers then determined that Monica appeared to also be intoxicated.

Monica Hanks was subsequently arrested for DWI with a BAC of .14% and issued an appearance ticket and is scheduled to appear in Richland Town Court on April 2, 2023, at 5:30 p.m.

According to the Fulton Police Department, Hanks is a Lieutenant in the Patrol Division, and has served as a police officer for 19 years.

Hanks is on paid administrative leave, pending the completion of an internal investigation.
