Mayor Barlow Highlights Impact Of Bail Reform As Oswego Man Is Arrested 18 Times In 4 Days

OSWEGO – Mayor Billy Barlow’s office released the following after an Oswego man was arrested and released numerous times within a short time period.

On April 12, 2021, the City of Oswego Police Department arrested Robert L. Updegrove, age 32, for Burglary in the 3rd degree and petit larceny, after an investigation showed he stole items from a local business.

After being arrested and released 17 times within a four-day span, following the 18th arrest Mr. Updegrove was arraigned and remanded to the Oswego County Jail (OCJ).

A review of Updegrove’s arrest history shows that he had been arrested by the City of Oswego police numerous times since April 1 of 2021. Some of these arrests occurred mere hours after each other. Due to New York state bail reform laws, Updegrove was released with an appearance ticket for most of these arrests.

“Mr. Updegrove’s long arrest record clearly demonstrates how flawed New York State’s so-called ‘Bail Reform’ laws are and how the changes simply empower criminals, hinder law enforcement, absorb valuable resources and leave law-abiding citizens in real danger,” Mayor Billy Barlow said.

  1. If only we could have a mayor pave the roads without simultaneously being a police-state fascist. Guaranteed jobs and income for all, as progressives support, would take care of all of this. When Republican regions like this one … the one run by the Boy Mayor and the Dauphin of Pulaski … are allowed to decimate communities economically, educationally, culturally, and intellectually, you’re going to produce petty criminals. This particular individual is being used anecdotally for the Republican Party’s frightening authoritarian police-state project … if Billy and the uneducated White males who comprise regional militarized police forces, along with the entire Republican-dominated legal apparatus, can’t efficiently deal with one petty thief without requiring excessive bail, then it’s just one more indication that Oswego and its environs would do well to remove the fascist Republicans from power and leave the police-state thuggery behind.

Clarification on the uneducated White males … given what police officers are asked to do, an ideal police force would be comprised of the most well-rounded, college-educated, culturally sensitive, class conscious, progressive-minded human beings … people capable of deescalating situations, people capable of using their words to bring about peaceful outcomes. Police officers should not enjoy violence, should not lust at the chance to “light somebody up,” should not enjoy using all of the toys they have been given in recent years through bipartisan militarization of the police programs.

    Is that ideal anything close to reality? No. All over the country, including Oswego County, police officers are all too often White males with high school diplomas who have zero worldly experience, who eagerly and aggressively adopt a military mindset, who often enjoy and initiate violence, who have right-wing Trumpian political views, and who couldn’t deescalate their way out of a paper bag. In reality, police officers are uniformed like Darth Vader, with guns and tasers and pepper spray, talk to citizens like slaves, bark orders at peaceful citizens going about their business as if every police interaction with a citizen requires intimidation and domination.

    The Sheriff and his associates were publicly waving a Trump flag … openly celebrating Donald Trump’s racism, white supremacy, White nationalism, and support for police brutality and impunity. When Derek Chauvin murdered George Floyd, police forces across America brutalized protesters, used chemical weapons banned in war against citizens of the country appalled at police violence in America.

    The police, in practice, through history, and presently, have been disproportionately violent White males with authoritarian mindsets and racist attitudes. The police are now collaborating with Republican politicians to criminalize free speech critical of the police as an institution, along with a host of other police glorification and impunity policies.

    All citizens should recognize pro-police propaganda for what it is, should clearly recognize the failure of policing in America from its origin as slave patrols and union busters, to its present reality as a militarized occupying force terrorizing the populations it is sworn to protect and serve. The police should be dismantled and reconstructed. The military attitude and the pro-Trump politics need to be purged from American police forces, a kind of Denazification.

  8. @ Citizen. The is the funniest thing I read today. And here you are in a blue state but in a red community. That’s gotta be awful for you. Personally I think the Mayor has done a fine job over the years streamlining the City workforce, implementation of “Rennasaince Blocks”, construction of downtown housing, lowering water/sewer taxes that have been outrageous, and acquiring State money for infrastructure projects.
    The fact that you’re all rattled over a repeat offender thug that has been a bane on the OPD and the community and used it as a platform to try and discredit the Mayor shows your true ignorance.

    Updegrove is in jail on $10,000 bail.
