Mexico Man Charged With Vehicular Manslaughter

OSWEGO,NY – On Tuesday (April 19), at 9:15 a.m., Douglas B. Horton, 51, of 2885 SR 104, Mexico, was arrested for Vehicular Manslaughter, 1st degree, a class C felony and Aggravated DWI.

The arrest follows the investigation into a one-vehicle MVA that occurred on March 26, 2016 on Rowe Road in the town of Mexico which resulted in a fatality to one of the passengers.

Mr. Horton was arraigned in Oswego City Court by Hon. Judge Metcalf.

He is scheduled to reappear in court on June 7.


On March 26, at 7:17 p.m., members of the Oswego County Sheriff’s Office responded to the area of 115 Rowe Road in the town of Mexico for a single motor vehicle accident involving possible serious physical injury.

The driver, 51-year-old Douglas B. Horton of Mexico, was arrested for driving while intoxicated, deputies said.

The investigation has revealed a 2016 Dodge pickup was being operated in a northerly direction on Rowe Road when the vehicle left the roadway and over turned multiple times before coming to rest west of the roadway.

The vehicle contained four occupants. All four occupants were transported to University Upstate Hospital, Syracuse, for medical treatment.

Rear seated passenger 51-year-old Michael J. Fredette of Oswego was pronounced dead at University Upstate Hospital on March 26.
