CNY Region Meets Requirements To Begin Phase One Of Reopening Friday

OSWEGO COUNTY – The Central New York region, which includes Oswego County, has now met all the requirements needed to begin the first phase of reopening tomorrow, May 15.

“Phased reopening does not mean the problem has gone away,” Governor Andrew Cuomo said in today’s briefing[1]. “It means we have control of the problem because of what we did and because of our individual responsibility and individual actions, and that has to be maintained… If you see a change in those numbers, react immediately.” 

Oswego Mayor Billy Barlow later made an announcement in response to the region’s phase one of reopening and how the city will move forward. That article can be found here[2].

The criteria that the region has met includes:

• The infection rate is sufficiently low;
• The health care system has the capacity to absorb a potential resurgence in new cases;
• Diagnostic testing capacity is sufficiently high to detect and isolate new cases; and
• Robust contact-tracing capacity is in place to help prevent the spread of the virus.

Each region will reopen businesses in four phases, with at least two weeks between phases to allow for monitoring of the effects of the reopening and make sure the hospitalization and infection rates are not increasing before moving forward to the next phase.

The first phase of reopening businesses includes:

  • Highway, Street and Bridge Construction

  • Nonresidential Building Construction
  • Residential Building Construction

• Agriculture, Forestry, Fishing and Hunting
  • Greenhouse, Nursery, and Floriculture Production
  • Other Animal Production
  • Other Crop Production
  • Support Activities for Animal Production
  • Support Activities for Crop Production
  • Support Activities for Forestry
• Retail – (Limited to curbside or in-store pickup or drop off)
  • Clothing Stores
  • Direct Selling Establishments
  • Electronics and Appliance Stores
  • Electronic Shopping and Mail-Order Houses
  • Furniture and Home Furnishing Stores
  • Florists
  • General Merchandise Stores
  • Health and Personal Care Stores
