COVID-19 Statistics Update, July 13, 2020

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m., there has been one additional case of novel coronavirus (COVID-19) since Saturday, July 11.

The cumulative reported number is 225 cases across the county and of those, 205 have recovered and four have died.

Governor Andrew Cuomo held a briefing[1] today, where he discussed what needs to happen in order for schools to reopen. While he did not announce if schools will reopen this fall yet, he gave the guidelines that will be used to determine when that can happen. The announcement on if schools will reopen this fall will be made the first week in August.

“Schools will reopen if that region is in Phase 4 and the daily infection rate remains 5% or lower over a 14 day average,” Cuomo said in the briefing. “That means the virus is under control; that means it is safe to reopen. And then the schools can proceed to reopening in that region.”

There will be state guidelines for schools to determine how each district will open. If the regional infection rate climbs to greater than 9% using a 7 day average, between August 1 and the first day of school, reopening will be halted.

Cuomo also announced that beginning tomorrow, a travel enforcement operation will commence at airports across the state to help ensure travelers are following the state’s quarantine restrictions and to help contain the rates of COVID-19 transmission in New York state.

According to the press release, “as part of the enforcement operation, enforcement teams will be stationed at airports statewide to meet arriving aircrafts at gates and greet disembarking passengers to request proof of completion of the State Department of Health traveler form, which is being distributed to passengers by airlines prior to, and upon boarding or disembarking flights to New York State. A new electronic version of the DOH traveler form[2] is now also available, making it easier and more efficient for travelers to complete the form.

“State DOH has also issued an emergency health order[3] mandating that all out-of-state travelers from designated states complete the DOH traveler form upon entering New York. Travelers who leave the airport without completing the form will be subject to a $2,000 fine and may be brought to a hearing and ordered to complete mandatory quarantine. Airlines have all pledged to help make passengers aware of the new requirement using pre-flight emails, pre-flight announcements, in-flight announcements and other methods. Additionally, travelers coming to New York from designated states through other means of transport, including trains and cars, must fill out the DOHtraveler form online… MacArthur, Westchester, Albany, Syracuse, Rochester, Buffalo and Niagara Falls Airports will have enforcement teams on site daily based on daily arrivals from impacted states.”

Based upon Governor Cuomo’s Executive Order 205, issued June 25, 2020, the following states meet the criteria for required quarantine:

Today’s statistics are below:

Oswego County:[4] (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.

  • Total # of active cases: 16 (July 10: 21)
  • Total # of positive cases: 225 (July 11: 224)
  • Total recoveries: 205 (July 10: 197)
  • Total # of deaths: 4 (no change from July 11)
  • Total # people tested: 19,378 (July 10: 18,452)
  • Total # of negative results: 18,969 (July 10: 18,056)
  • Total # of people in mandatory isolation/quarantine: 57 (July 10: 64)
  • Total # of positive antibody tests: 54 (as of June 9)
  • Total # of negative antibody tests: 2,444 (as of June 9)

The county has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays. Antibody test results are released once a week.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Amboy, Boylston, Constantia, Granby, Hannibal, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

County Updates:

  • The county asks residents to respond to the 2020 census. To fill out the census, click here[5] or call 1-844-330-2020 (English) or 1-844-468-2020 (Spanish).
  • The next rabies clinic will be held Wednesday, July 15 at the Hannibal Town Highway Garage. Appointments are required. To make an appointment, call 315-349-3557 on weekdays. Face coverings and maintaining social distance will be mandatory.

  • Total # of positive cases: 402,263 (July 11: 401,029)
  • Total # of deaths: 24,989 (July 11: 24,974)

  • Governor Cuomo has partnered with New Jersey Governor Murphy and Connecticut Governor Lamont to create a joint travel advisory for individuals traveling from states with significant community spread of COVID-19, requiring a quarantine for 14 days when visiting their states.

  • New York State will decide the first week of August whether schools will reopen in the fall.
  • An uptick in COVID-19 cases in Rensselaer County is being closely monitored, a number of which are being investigated as being linked to several individuals who tested positive after traveling back to New York from Georgia.
  • Beginning Sunday, July 12, limited concessions will be allowed to open at state beaches.
  • Go to forward.ny.gov[10] to find out: Which phase of reopening your region is in; the industry guidance for each phase; regional dashboards for monitoring how the virus is being contained; and information on loans for small businesses.
  • New Yorkers without health insurance can apply through NY State of Health[11] through July 15, 2020; must apply within 60 days of losing coverage.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services. Any New Yorker can call the COVID-19 Emotional Support Hotline at 1-844-863-9314[12] for mental health counseling.
  • The deadline for New York State personal income tax and corporation tax returns has been extended from April 15, 2020 to July 15, 2020.
