COVID-19 Statistics Update, September 17, 2020

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m., there have been seven additional cases of novel coronavirus (COVID-19) since yesterday.

The cumulative reported number 507 is cases across the county and of those, 382 have recovered and four have died.

Today’s statistics are below:

Oswego County:[1] (as of 3 p.m.) Note, the total number of positive cases is cumulative since March and the number of recoveries and deaths are of those numbers. SUNY Oswego cases are included in the county numbers.

  • Total # of active cases: 121 (yesterday: 135)
  • Total # of positive cases: 507 (yesterday: 500)
  • Total # of recoveries: 382 (yesterday: 361)
  • Total # of hospitalizations: 28 (no change from yesterday)
  • Total # of deaths: 4 (no change from yesterday)
  • Total # tests: 43,193 (yesterday: 42,889)
  • Total # of negative results: 42,539 (yesterday: 42,238)
  • Total # of people in mandatory isolation/quarantine: 397 (yesterday: 398)
  • Total # of positive antibody tests: 83 (as of Sept. 17)
  • Total # of negative antibody tests: 3,310 (as of Sept. 10)

SUNY Oswego Statistics[3]: (as of 4 p.m.)

  • Total number of active cases: 130 (yesterday: 152)
  • Total number of cumulative confirmed cases since Aug. 12: 190 (yesterday: 183)
  • Total number of tests: 6,634  (yesterday: 6,623)
  • Total number of confirmed cases Sept. 12 to Sept. 25: 94 (yesterday: 87)
    • students living on-campus: 46 (no change)
    • students living off-campus while taking classes on-campus: 35 (yesterday: 31)
    • employees working on-campus: 1 (no change)
    • students living off-campus learning remotely: 12 (yesterday: 9)
    • employees working remotely: 0 (no change)
  • Total number of students in on-campus quarantine: 116 (yesterday: 115)
  • Total number of students in on-campus isolation: 61 (yesterday: 77)
  • Total number of recoveries: 60 (yesterday: 31)

Total on-campus cases counting toward the NYS 100-case[4] threshold (Sept. 12 to Sept. 25) to move to remote learning: 82

The New York State Department of Health’s guidance[5] states that colleges and universities must transition all in-person learning to remote, when 100 members of the on-campus population – inclusive of students, faculty, and staff – test positive for COVID-19 within a 14-day period. According to this guidance, only active cases at SUNY Oswego that are characterized as on-campus would count toward the 100 metric.

The college has not released information on their dashboard regarding how many off-campus students are in quarantine/isolation.

Other updates[7] from the state include:

  • Governor Cuomo has partnered with New Jersey Governor Murphy and Connecticut Governor Lamont to create a joint travel advisory for individuals traveling from states with significant community spread of COVID-19, requiring a quarantine for 14 days when visiting their states.
  • Based on each region’s infection rate, schools across New York State are permitted to open this fall but each school district must have a testing and tracing plan and will decide if an in-person v. hybrid model works best for them while following strict Department of Health Guidance.
  • Indoor dining in New York City will be allowed to reopen starting September 30 with a 25 percent occupancy but will be subject to strict safety protocols.
  • New York City restaurant patrons who observe violations can report issues by calling 833-208-4160, or by texting ‘VIOLATION’ to 855-904-5036.

  • New Yorkers without health insurance can apply through NY State of Health[11] through December 31, 2020; must apply within 60 days of losing coverage.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services. Any New Yorker can call the COVID-19 Emotional Support Hotline at 1-844-863-9314[12] for mental health counseling.
