Weekly COVID-19 Statistics Update: April 28 – May 4

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m., there have been a total of 138 additional cases of novel coronavirus (COVID-19) this week.

Oswego County Legislature Chairman James Weatherup briefed the public today in his weekly video. Today he discussed broadband internet access, the COVID-19 positivity rate, and mental health awareness.

“The COVID-19 pandemic has affected us in many ways, one being that reliable access to broadband internet is no longer a luxury,” Weatherup said. “In the past year, as more residents went online for work and school, we discovered a need for better, more reliable and more affordable broadband service. To help address this issue, we have partnered with the Central New York Regional Planning and Development Board to conduct a study that will assess our broadband capabilities.”

Weatherup said residents and business owners can complete a survey regarding broadband internet access to determine where online access is most critical and what other issues need to be addressed. That survey can be found here [1]or call 315-412-5966 to request a survey if you do not have reliable internet access.

He also said that this week the county has taken a step back in regards to COVID-19 cases, with the seven-day positivity rate increasing from 1.4% to 2.3%, and the community transmission rate remains high.

“We understand that this is frustrating for all of us, but we must not let it deter us from our goal of overcoming COVID-19 and ending this pandemic,” Weatherup said. “The best way to do this is through vaccinations. The more residents we can get vaccinated, the more we can reduce the number of new positive cases and the sooner we can get back to normal.”

The Health Department is hosting two more mini-clinics at its office on Bunner Street in Oswego. The first is scheduled for tomorrow, May 5 from 3 to 3:30 p.m. and the second is scheduled on Monday, May 10 from 3:30 to 4:30 p.m.

Register for the May 5 clinic here[2].

Register for the May 10 clinic here[3].

The Moderna vaccine will be administered at the first clinic, so participants must plan on returning June 2 for their second dose. The Janssen/Johnson & Johnson vaccine, which only requires one dose, will be administered at the second clinic. For more information about the three COVID-19 vaccines, click on the “Fact Sheet” link for each one at https://covid19vaccine.health.ny.gov/[4].

Weatherup also talked about National Mental Health Awareness Month, which takes place in May. Teresa Woolson, administrative coordinator with Operation Oswego County joined the video to give more information on mental health care.

Woolson talked about the statistics of those with mental illnesses in the U.S. and one of the biggest reasons why many go without treatment: fear and shame caused by stigmas associated with mental health.

“This month, let’s work on normalizing conversations about our mental health,” Woolson said. “If you or someone you know is struggling with mental health, or thoughts of suicide, please call the Suicide Prevention Lifeline at 1-800-273-8255  (TALK) or text HOME to 741741.”

Liberty Resources Mobile Crisis is also available in Oswego County for both children and adults in crisis. Call 315-251-0800.

Weatherup also said the U.S. Small Business Administration is providing direct relief funds for restaurants and other hard-hit businesses who have experienced significant losses due the pandemic through the Federal Restaurant Revitalization Fund. Online applications will continue to be accepted until all funds are gone.

Notes: The total number of positive cases in Oswego County is cumulative since March 2020 and the number of recoveries and deaths are of those numbers. SUNY Oswego cases are included in the county numbers, however, the county tracks only those living in Oswego County. That means that students who chose to leave and go back to their home county and test positive there will be included on the college’s dashboard, but not the county’s. Their positive result would be reported to their home county, not here.

SUNY Oswego reset its numbers for the Winter/Spring 2021 semesters and does not include numbers from Aug. 12, 2020 to Jan. 1, 2021. Total cases reported include 217 past positive cases (experienced during the winter break: Nov. 2020 –Jan. 2021) of students residing off-campus, who were required to provide evidence of positive test results and recovery upon returning to campus.

The first two cases in Oswego County were confirmed March 22, 2020.
