City To Seek Funds For Conway Municipal Center Improvements

OSWEGO, NY – At its meeting Monday night, the Common Council unanimously approved authorizing the mayor to file an application for grant funds to renovate the Conway Municipal Center.

The facility is home to City Court and the police and traffic department as well as other city offices. It is listed on the National Register of Historic Places.

At last week’s the Planning and Development Committee Mary Vanouse, community development director, requested authorization to seek the grant.

The city is eligible to apply for an 80 percent grant through the State of New York Department of Transportation Enhancement Program.

The Conway Building is suffering significant wear and tear of the bricks on the north and west sides, Vanouse said.

The building was constructed in 1858 and has shown signs of façade deterioration. It is in need of improvements to conserve energy and replace an out-dated heating and ventilation system, she added.

“It was built as the US Customs House for Oswego. And therefore, it is a transportation related building,” she said. “With the addition of a small museum piece in the lobby it would qualify and get the 80 percent match from the Department of Transportation.”

More than $1 million would be required to rehab the building, she pointed out.

“That would address the most significant areas. We’ve had places where the stone has actually fallen out just to the east of the main entrance,” she said. “It could become a liability.”
