Fulton Common Council Approves Agenda Items, Special Meeting Scheduled For June 18

FULTON – At last night’s Common Council meeting June 8, all items of the agenda were approved unanimously by five of the six councilor members in attendance.

Third Ward Councilor Don Patrick Jr. was absent from the meeting. 

There was a scheduled public hearing on amending Chapter 510[1] Secondhand Dealers of the city code. No one rose to speak on the matter, and so it was voted on, approving the changes.

At last month’s meeting[2], it was said there would be an additional public hearing in regards to amending Chapter 152-J[3] “Housing Maintenance -Rental Permits” of the city code. This public hearing was not on the agenda during last night’s meeting.

The council also approved the minutes from the May meeting, the clerk’s May report in the amount of $6,266.75, a disclosure statement from the city assessor Mary Beth Johnson and the appointment of Cheryl E. Green to Fulton Planning Commission until February 14, 2022.

There will be a special meeting on Friday, June 18 at 3 p.m. in the Community Room of the Municipal Building. There will be a public hearing during that meeting in regards to an application for a Special Use Permit for the Fulton Polish Home. The council also approved to set a fee of $100 for the Special Use Permit. 

The last item of the agenda included prohibiting parking on South 10th Street, East side, from Oneida Street extending 140 feet south; and on South 10th Street, West side, from Oneida Street extending 140 feet south.

Polling the council:

First Ward Councilor Tom Kenyon – Read a letter from Police Chief Westbrook in regards to a traffic study on Hannibal Street and how he does not think it would be feasible to have a police officer assigned specifically to patrol that street. Kenyon said at this point he does not know what to tell the people living on Hannibal Street. 

Kenyon then implied he plans on leaving the council, and said he will discuss it further with the mayor in regards to who can take over for him.

“This is probably going to be my last council meeting,” Kenyon said. 

Second Ward Councilor Doug Chapman – Said he will look into the matter of graffiti around the city and will talk with Kelly Weaver of Friends of Fulton Parks further. 

Third Ward Councilor Don Patrick Jr. was absent, and Mayor Michaels said she is sending him their best wishes for a speedy recovery.

Fourth Ward Councilor John Kenyon – Said he thinks the Friends of Fulton Parks should be able to continue their operations during the period of their contract.

Fifth Ward Councilor/Council President Audrey Avery – Made note that in the absence of Councilor Patrick, she will be taking care of any issues in the third ward. She also said that she bases her decisions as a councilor based on people, not political parties.

Sixth Ward Councilor Larry Macner – Thanked Lieutenant Chuck Burlingham for his help in expediting the process of getting signs put up in regards to the last resolution of the meeting. He also discussed the city’s first Watch Party on Friday, May 28, and thanked those involved. He also offered a reminder that June 14 is Flag Day and requested people to display their American flags.

Mayor Deana Michaels – Said there are still lingering issues and they must do a better job.

The next meeting will be Friday, June 18 at 3 p.m. in the Community Room of the Municipal Building.
