FULTON – Chief Michael Curtis spoke at the meeting about legal ordinances. Some of the ordinances restrict things like aggressive panhandling. Curtis said panhandling is not illegal, but they can lessen the impact it has on the public and businesses.

Curtis spoke about lowering the speed limit on Hannibal St to 25. He spoke about lowering the speed limit to 25 overall, then having some areas where they are over that. Curtis says that with lower limits, there will be fewer accidents, resulting in fewer injuries and fatalities.

Curtis seemed uninterested in updating a traffic report from 2020, as he doesn’t believe it will change much. Curtis believes that it will delay the process. The council believes that it might be best to repeat the study, and Curtis agreed to do it when the weather is better. Curtis also expressed concern over the park lots at the schools.

Curtis included codes from other cities in the packet that he gave the council. He implored the council to look over the codes and decide whether to implement them. The council agreed to take the packets home and review them.
