FULTON – On January 26, the Fulton Police Department received the report of a child abuse from Child Protective Services, which had occurred at 1100 Emery St. in Fulton. After the investigation, two have been arrested.
Members of the department’s Criminal Investigation Division investigated the complaint and found that a three-year-old child had been repeatedly struck by his mother’s boyfriend, resulting in severe bruising which required medical attention.
As a result of the investigation, the following people were arrested today:
Matthew A. Bivens, 25 years old, of Fulton, was charged with Assault 2nd (Class D Felony) and Endangering the Welfare of a Child (Class A Misdemeanor.)
Tiffani M. Brooks, 26 years old, of Fulton, was charged with Endangering the Welfare of a Child (Class A Misdemeanor.)
Both Bivens and Brooks are being held at the Fulton Police Department pending arraignment. The child who was assaulted is now safe with a family member.
*Fulton Police Department originally said Bivens’s first name was Michael, but then sent a correction to the release a little after 6:30 p.m. This story has been adjusted accordingly.
