Fulton School Board Approves 2016 Capital Project Bid

FULTON, NY – The Fulton School District Board of Education has accepted and approved the contractor bid for the 2016 capital project after a presentation at Tuesday’s (Feb 23) regular board meeting.

The 2016 capital project is an extension of the 2012 and 2014 capital projects and will be funded using leftover money from those two prior referendums.

The 2012 referendum allocated $8.8 million to benefit G. Ray Bodley High School, Volney Elementary School, Fairgrieve Elementary School and the Education Center as taxpayers approved for renovations and improvements to the buildings.

The list of the work done to the buildings includes a roof replacement and entrance renovations at GRB High School; classroom and computer classroom renovations, technology infrastructure improvements, asbestos abatement, site lighting, and security system improvements at Fairgrieve Elementary School; classroom and computer classroom renovations, roof replacement, technology infrastructure improvements, and staff toilet room improvements at Volney Elementary School; and gym ceiling replacement and stage improvements at the Education Center including curtain, rigging, and stage lighting replacement.

The funds available for this capital project were able to include additional work including door hardware replacement for Volney Elementary, Fairgrieve Elementary and the Education Center that was originally in the 2014 referendum and lobby renovation at Fairgrieve.

After all work was completed, the 2012 referendum had $1.2 million left in remaining funds.

The 2014 Referendum allocated $4.4 million to benefit all buildings in the district with construction, replacements, and improvements to the buildings and grounds.

The list of work done to the buildings includes the construction of an athletic storage building at the athletic complex; roof replacement and gym floor abatement and and replacement at Lanigan Elementary School; roof replacement and parking lot and entrance drive reconstruction at Granby Elementary School, and door hardware replacement at GRB High School, Junior High School, Granby Elementary, and Lanigan Elementary.

The funds available for this capital project were able to include additional work of main office security improvements and flooring replacement at GRB High School.

After all work was completed, the 2014 referendum had $460,000 in remaining funds.

The 2016 capital project has plans to make replacements and renovations at GRB High School, Junior High School, Granby Elementary and the Education Center.

The base bid items include classroom flooring replacement including asbestos abatement, door replacement at the cafeteria entrance and window replacement at stair towers for GRB High School; window replacement for the media center, stair towers and courtyard at the Junior High School; window replacement for the main office and media center at Granby Elementary; and gym floor replacement including asbestos abatement,and front entrance improvements for ADA drop-off and ADA parking at the Education Center.

The contractor bids split into three categories based on where the work would be completed.

General Construction Work, or GC-5 Contract is to fund the 2016 capital project plans at GRB High School and will be using the left over money from the $8.8 million referendum at the price of the lowest qualified bid of $279,000 awarded to PAC and Associates of Oswego.

General Construction Work, or GC-6 Contract is to fund the 2016 capital project plans at the Junior High and Granby Elementary and will be using the left over money from the $4.4 million referendum at the price of the lowest qualified bid of $370,000 awarded to PAC and Associates of Oswego.

General Construction Work, or GC-7 Contract is to fund the 2016 capital project plans at the Education Center and will be using the left over money from the $8.8 million referendum at the price of the lowest qualified bid of $184,900 awarded to PAC and Associates of Oswego.

There is a variety of alternate work in place if the bids are under estimate and more can be done.

Those items include main office renovations and entrance renovations near William Gillard Drive at GRB High School; masonry work in the courtyard at the Junior High School; sidewalk replacement at the north and south of the Education Center; and two items that are in design and not in the bid yet include HVAC pool upgrades at Granby Elementary and three roof top unit replacements for GRB High School.

“The estimates are very conservative, all bids have come in under estimates. Everything we are working in flows in with our five year building plan,” said Jerry Seguin, Director of Facilities, Operations and Transportation.

Seguin also ensured the board members that there are still funds available is something were to come up in the process of completing any step in the 2016 capital project.

After the estimated work is completed for the 2016 capital project, there will be approximately $736,000 of remaining funds in the $8.8 million referendum and approximately $90,000 of remaining funds in the $4.4 million referendum.
