Fulton School Officials to Hold Public Hearing on Voter Propositions

FULTON, NY – Fulton City School District officials will discuss the voter propositions that will be presented this year at a public hearing to be held Wednesday, May 4 at the Education Center.

The presentation will be led by Superintendent of Schools, William Lynch as well as Business Administrator for the district, Kathy Nichols and Executive Director of Instruction and Assessment, Betsy Conners.

The hearing is open to all members of the public and will begin at 7 p.m. in the Fulton Education Center auditorium located at 167 S. Fourth St.

School officials will present on all areas of voter propositions to further explain the details of each.

Of the propositions presented, the school budget [1]is one of the most recognized and has been unanimously approved by the Board of Education at a regular meeting in April.

The district has proposed a $70,336,500 budget for the 2016-2017 school year, a 2.47% increase from the current school year’s budget with a 0.43% tax levy increase.

Other propositions for voters to consider are the two vacant seats on both the Board of Education and the Library Board of Trustees.

The open BOE seats will each serve three year terms while one open seat on the Library Board of Trustees will serve a full five year term while the other will fill a partial term of 3 years created by a resignation.

Other voter propositions include a library tax proposition, a sale of property proposition and a student transportation vehicles proposition.

The sale of property proposition stems from a school district property located in the Town of Granby adjacent from 404 Batavia Ave. that is “no longer needed for school purposes” according to a resolution presented at a recent board meeting.

The property is approximately 0.14 acres of vacant land and is currently utilizing school funding to maintain and preserve that could otherwise be used for school purposes.

For this reason, the district has received and reviewed a sale offer on the property and has decided it is in the best interest of the district to accept the offer, pending voter approval.

The Board also requires voter approval of the student transportation vehicles proposition before moving forward with the purchase of two passenger vans for use in the district not to exceed $56,000.

This will be the first year the district utilizes only two polling locations[2], venturing away from the previously used four polling locations which will also be discussed with further detail at the public hearing.

Essentially, all voters will be separated into two election districts based on their residence.

Anyone in the first election district, meaning all voters who live on the east side of the river will vote at Cayuga Community College located at 11 River Glen Plaza.

Similarly, anyone in the second election district, meaning all voters who live on the west side of the river will vote at CiTi Fulton Campus located at 806 W. Broadway.

Voting is scheduled to take place on Tuesday, May 17 from 9 a.m. to 9 p.m.
