Fulton, Volney Trade Lower Water Rates For No Town Taxes

The City of Fulton and Town of Volney are making a trade.

More than 100 Volney homeowners who get water from the city will pay the lower rate paid by city residents from now on. In return, Volney will no longer collect more than $2,700 in town taxes on land the city owns in the town.

“We actually come out a little bit ahead on that,” Mayor Ron Woodward explained as the Common Council ratified the deal recently.  Volney town councilors had already approved the deal.

Volney homeowners in water districts served by the city have been paying 50% more than city residents pay for water. The town is building a new water district along Route 57 towards Fulton Speedway. Those homes will benefit from the lower city water rate as well.

Fulton’s properties include:

• A lot on Emery Rd. valued at $5,000, for which the city paid $18.71 in taxes to the town in 2009;
• A water well and pumphouse on Rt. 57 at the Great Bear Farm property, valued at $5,000, for which the city paid $18.71 in various taxes to the town in 2009;
• A spring at the Great Bear property, valued at $2,000, for which the city paid $7.48 in various town taxes in 2009;
• A second spring at the Great Bear property, valued at $3,500, for which the city paid $13.10 in various town taxes in 2009;
• Four spring wells at Great Bear, valued at $45,000, for which the city paid $168.32 in various town taxes in 2009;
• A residential lot along Route 57, valued at $5,000, for which the city paid $18.71 in various town taxes in 2009;
• A well and pump facility at Great Bear, valued at $390,000, for which the city paid $1458.83 in various town taxes in 2009;
• A water pipeline off Crescent Rd., valued at $190,000, for which the city paid $710.71 in various town taxes in 2009;
• And a water pipeline off Rt. 57, valued at $80,000, for which the city paid $299.25 in various town taxes in 2009.

Properties were located, and taxes paid computed, using the county’s property database[1]. Taxes were labeled “town highway tax”, “town tax” and “Volney”.

The city made the same deal with the town of Granby when Wal-Mart was built. That deal includes the city’s water treatment plant along Route 48 just north of the city, which is assessed at more than $3 million.
