Hannibal Voters Reject Budget

HANNIBAL, NY – Hannibal Central School District is regrouping this morning after receiving a “no” vote to its budget proposal Tuesday.

District voters rejected the $25.1 million proposed budget 358 to 279. The plan represented a 5.21 percent budget-to-budget increase over the current year’s spending.

According to information posted on the district’s Web site[1], under state law, the rejection means that the Hannibal Board of Education could immediately adopt a contingent budget or schedule one more budget vote using the same numbers or a revised budget.

If the budget is defeated a second time, the board must adopt a contingency budget. The site notes, however, that certain regulations restrict spending under contingency, which may affect program and/or staffing.

A proposition request to allow the district to purchase up to three new school buses at a cost not to exceed $293,321 was approved by voters, however. Voters supported the request 328 to 284.

Three candidates also secured seats on the board of education for varying term lengths.

• Donna J. Ingersoll secured a five-year term that will begin June 1 with 480 votes
• Mireille L. Watts will begin a five-year term that begins July 1 with 437 votes
• Randall E. Siver will fill a three-year unexpired term that begins June 1 with 430 votes

Candidate George H. Ritchie received 240 votes at the polls.

Hannibal was one of three districts in the county to receive budget rejections Tuesday. Voters also turned down budgets for Oswego City and Altmar-Parish-Williamstown school districts.

Hannibal Superintendent Michael DiFabio could not be reached for comment this morning.
