FULTON – The Fulton Common Council convened for its regular meeting on Tuesday, April 21, 2026, at City Hall. Mayor-led proclamations recognized Fulton Block Builders Day, Professional Municipal Clerks Week, and Elks Youth Week. The council accepted the resignation of Fifth Ward Councilor John Iorio and noted the appointment of Dennis Merlino to fill the vacancy.
Two public hearings were held regarding proposed amendments to city codes—one on eligibility for exemptions and another on new service provisions. No public comments were made during these hearings.
The council approved several routine items, including prior meeting minutes, the monthly Clerk’s report, and acceptance of RestoreNY grant funding. Multiple resolutions authorized the City Clerk/Chamberlain to advertise upcoming public hearings on amendments to various city codes, including regulations for receptacles, word usage definitions, prior written notice of defects, limitations of actions, and fire lanes. The council also approved the Mayor to execute exclusive right-to-sell agreements for three city-owned properties and declared an emergency related to the Oneida Street Bridge.
During the open comment period, resident Joe Cortini thanked the council and urged fiscal responsibility, business-friendliness, and civility during meetings. Jeremy Miller highlighted the upcoming Stamp Out Hunger food drive organized by the USPS.

The council entered executive session to discuss personnel matters before reconvening and adjourning the meeting.
Mayor Rice confirmed the resignation of C.J. Smith and added there is no immediate info on replacing him, the council is still looking into how to move forward.
