Pennellville Contractor Arrested

NORTH SYRACUSE, NY – New York State Police in North Syracuse have arrested a Pennellville contractor for allegedly failing to complete a job he was hired to do at a Manlius residence or returning the money for the job.

David E. Bourlier, 53, from the company Arrowhead Garage Builders, 751 county Route 10, Pennellville, now faces a third-degree grand larceny charge for the allegation.

Police said that Bourlier contracted with complainant William Decker of Fairhurst Avenue, Manlius, to build a garage. Bourlier was reportedly paid $7,640 for the work. According to Decker, Bourlier never completed the job and never refunded his money.

“The defendant failed to place the payments he received into a designated contractors escrow account as prescribed by law,” police said in a press release issued this afternoon.

Bourlier was ordered to appear in Manlius Village Court Nov. 15.
