Rosewood Adult Home Emptied

FULTON, NY – A week after the state health department moved in to oversee the transfer of residents at the Rosewood Home for Adults in Fulton, the facility is empty.

The transfers were prompted by an emergency order[1] that was signed by State Health Commissioner Richard F. Daines, suspending the operating certificate at the Rosewood Home for Adults.

The operator of the facility – Rose Shorter – was served with the order July 16 after a health department investigation determined that she was “endangering the health, safety and welfare of the facility’s residents,” according to state health department spokesperson Jeffrey Hammond.

Hammond explained last week that the health department was on site in Fulton to evaluate each of the 16 residents at the home to determine where they could go to receive the care they required.

Hammond said three residents were still in the home as of Wednesday morning. By Wednesday evening, each of those were moved to new facilities, as well, he said.

“There are no residents left at the facility,” Hammond said. “The last of them left last night. Everyone was successfully evaluated and placed in an appropriate setting based on the level of care they required.”

Hammond said that the transition was smooth and seamless for residents.

“Some residents were given a choice of facilities based on their evaluations if they had more than one option,” he said. In some cases, Hammond said that residents and families were able to tour the other facilities available before making decisions.

“Everything is basically wrapped up,” he said. “Our job was to do the evaluations and transfers. … I don’t know if there will be any further contact with (Shorter).

“For all intents and purposes, we are done,” he added.

Hammond noted that the staff at Rosewood was helpful to health department workers during the transfer process.

“We had no difficulties,” Hammond said. “They did what we asked during the process. … That‘s how smooth this went; even Rose Shorter‘s staff was helpful.”

Shorter could not be reached for comment last week. An employee at Rosewood said Shorter and others at the facility had no comments.

Rosewood has been placed on the state department of health’s “Do Not Refer” list, according to Hammond. The order bars Rosewood from admitting new residents at Rosewood and prevents her from operating another adult care facility.

Anyone who has concerns or complaints about assisted living facilities can file a complaint with the State Department of Health by calling 1-866-893-6772. All complaints are reviewed and all complainants are kept confidential, Hammond said.
