OSWEGO – On 8/10/12 at 10:24 p.m., Tammy L. Mansfield, 48, of 241 Stock Road, Hannibal, was arrested for Criminal Possession of a Forged Instrument, Second Degree, a class D felony, after she was accused of possessing and cashing an IRS tax amendment refund check made payable to her and another party after a third person penned the signature of the second party to whom the check was issued.

Ms. Mansfield was arraigned before the Hon. Eugene Hafner, Town of Hannibal Court, and released on her own recognizance.
She is scheduled to return to Town of Hannibal Court on 8/21/12.
Ms. Mansfield was further charged with Making a Punishable False Written Statement, a class A misdemeanor, after she signed a statement during the interview process while at the Public Safety Building, indicating she did not know who penned the forged signature on the back of the check, which was later deemed as false information.
Ms. Mansfield was issued an appearance ticket for this charge and is scheduled to appear before Oswego City Court to answer this charge on 8/30//12.

On 8/11/12 at 6:28 p.m., Shirley J. Haskins, 28, of 241 Stock Road, Hannibal, was arrested for Forgery, Second Degree, a class D felony, after she was reportedly found to be the person who penned the signature of a second party to whom an IRS tax amendment refund check was issued.
Ms. Haskins was arraigned before the Hon. Eugene Hafner, Town of Hannibal Court, and released on her own recognizance.
She is scheduled to return to Town of Hannibal Court on 8/21/12.
