Council Approves New Vehicles For OPD

OSWEGO, NY – The Common Council sailed through its agenda Monday night.

They approved several requests from the police department for travel and new vehicles, including a used up-Armored surplus military vehicle.

Tory DeCaire, police chief, was authorized to acquire a new police vehicle, 2012 Chevy Tahoe, as part of “Operation Stone Garden” grant administered through the US Border Patrol.

DeCaire was also granted permission to purchase two new police vehicles: a 2012 Chevy Tahoe and a 2012 Chevy Impala. These vehicles are required to replace aging departmental vehicles and will be purchased at or below New York State contract pricing. Funding is available in account A3120.0200.

And, the chief was also authorized to accept a used vehicle as a result of a civil forfeiture. The vehicle will be inspected by Oswego DPW and if deemed safe for use will be utilized in investigative work. If the vehicle is deemed unsafe, it will be turned over to the DPW for disposal at auction or other approved means.

The council also approved the police department to acquire a used up-Armored surplus military vehicle for use in quality of life enforcement and out-reach programs as well as being available for use in the event of an armed emergency situation.

There is no cost for the vehicle as it will remain property of the Department of Defense. The only cost associated with the acquisition will be the shipping if necessary.

Rita Tickle, personnel director, was granted permission to attend NYS Association of Personnel & Civil Service Officers Annual Conference at Geneva. It will be held June 10-13.

The police chief’s request to send one police officer to the New York State Police Sex Offense Seminar, May 21 – 25, was also OK’d.

The seminar is held at the New York State Police Academy in Albany and will require travel outside the city of Oswego from May 21 – 25.

The funds for meal reimbursements totaling $115 and lodging totaling $416 are available in account A3120.460. Travel to and from the conference will be by city vehicle. There are no other costs anticipated with the conference.

DeCaire was also granted permission to send four police officers to the Police Conference of New York, May 21 – 24.

The conference, held in Lake Placid, will require travel outside the city of Oswego from May 21 – 24.

The officers’ attendance at the conference is mandated by the contract between the Lake City Police Club and the city of Oswego.

The funds for registration fees totaling $160, meal reimbursements totaling $1,020 and lodging totaling $924, are available in account A3120.460.

Funds for overtime costs totaling $960 are available in account A3120.102.

Travel to and from the conference will be by city vehicle.

There are no other costs anticipated with the conference.

And DeCaire was also granted permission to send four police officers to a Law Enforcement Bicycle School, June 11 – 15.
The school, held at SUNY Oswego, will require travel outside the city of Oswego from June 11 – 15.

The funds for registration fees totaling $435 and meal reimbursements totaling $300 are available in account A3120.460.

Funds for overtime costs totaling $1,280 are available in account A3120.102.

There are no other costs anticipated with the training.

Councilors also approved some requests to use public space:

• David Girard, owner of a single-family dwelling at 58 E. Tenth & One-Half St., wants to install a 4’ high chain link fence, fronting East Tenth & One-Half Street.

• Mike Bonney, a representative of Oswego Center for Sustainable Living, wants to install a new 25” x 38’ sign attached to existing fence and to install a new 12’ x 12’ tool shed in public space at the Community Garden at East Schuyler Street.
• Terie Delahunt-Daino, volunteer for the Driving Books Home program, for use of the municipal parking area on East First Street, adjacent to the Oswego Public Library, for a community event on April 11 to celebrate the Bookmobile’s first birthday in Oswego. The Bookmobile would be parked there from 9:30 a.m. to 4 p.m. The Traffic Department will place appropriate signage in the area to slow traffic at the site, for safety reasons.
• Mary Greeney, operations manager for the Oswego County Federal Credit Union, to allow the credit union to adopt a parcel of land located at the southwest corner of East First and Utica streets. The parcel is where the city has installed a split rail fence.

They also received permission to install a 3” x 30” marker to state that the Oswego County FCU, as a local community business, is maintaining the site for the benefit of the city.
