OSWEGO – At its meeting this week, the Common Council authorized
Mayor Billy Barlow to accept the engineering design services proposal with EDR for two State Route 104 Streetscape Improvement projects proposed in his 2018 State of the City Address and sign the appropriate agreement in the amount of $24,950.
A gateway landscaping project will enhance the entrances into the city, the mayor said.
Improvements will extend from Hillside Ave. up to Third Ave. on the west side. On the east side, improvements will start at the triangle shaped island located at the intersection of East 12th Street and will extend towards East 10th Street.
The construction budgets are $150,000 (west) and $40,000 (east).
The construction document phase will be April to June. NYSDOT permitting assistance is set for May to June. Bid phase services will be July to August. And the construction phase services will be September through October.
Should the schedule be extended, additional project coordination time and fees may be required.
In Other Action:
Councilors approved the Animal Control Officer’s request to accept a $500 donation to the Oswego Animal Shelter by Francis Kolb.
Two change orders were approved:
• For the general contract with W.D. Malone Trucking & Excavating for the West Side Sanitary Sewer Rehabilitation- Area 2 in the amount of $0 for extra work for unforeseen conditions.
• And for the contract with W.D. Malone Trucking and Excavation for the NYS Route 48 Slope Stability and Roadway Reconstruction project in the amount of $72,790.45 for item reconciliation. This change order reflects the most recent quantities adjustment for the project.
The IT technician recommended the city standardize all of the city email accounts and Microsoft Office Products. The mayor was authorized to sign a contract with Microsoft Partner in the amount of $32,250 for a three-year term.
The director of the Rental Assistance Office was approved to enter into a contract with Canale Insurance and Accounting for services for March 2018 – March 2019. The accounting services are to assist in the filing of HUD financial forms as well as reconciliation of HUD related financial accounts.
Rowlee Construction’s application for a solid waste license was OK’d. The fee of $500 is on file with the City Clerk’s Office for a major hauler.

Mayor Barlow was authorized to sign contract for fireworks for Christmas Tree Lighting event. Approve transfer of funds from the Contingent Account to the Tourism Account to pay for the fireworks.
Councilors approved a landfill permit submitted by Circle T Motorsports LLC, in order to landfill on property they own at 300 E. Albany St.
The mayor was authorized to execute a three-year agreement with Champions Events, for the operation and management of the Legends Softball Fields.
