County Moves Ahead With Intermunicipal Sewer District Plan

OSWEGO – County legislators Thursday night approved authorizing applications for funding and intermunicipal agreements to support the development of a wastewater infrastructure.
Capital project #192 was established in 2009 for the purpose of advancing municipal sewer service from the city of Fulton into the town of Volney.
The project was designed and approved – but never funded.
Now, the county is proposing to construct “Section 2,” which would provide service along Route 176 and most of Howell Road. This would include the airport and the adjacent industrial park properties.
Fulton Mayor Ron Woodward Sr. expressed his appreciation to the legislators for undertaking the project.
“I came here tonight on behalf of myself and the (Fulton) Common Council,” he said. “I am sure this project will benefit the whole county.”
The county has recognized that insufficient municipal wastewater services are limiting opportunities for growth in the county.
The legislature unanimously approved authorizing Chairman Kevin Gardner to execute all documents necessary for applications for funding the effort to improve the infrastructure and to enter into municipal agreements for the completion of these enhancements “when they become necessary and once said agreements are approved by the legislature.”
The proposed agreement is between the county, Volney and Fulton.
Among the obligations in the pact, Volney agrees to permit the county to connect any of its facilities to the sewer district lines once the district is constructed; the town agrees to obtain and maintain any necessary permits and approvals for the sewer district as may be necessary for the town to own and operate the district; the city of Fulton agrees to accept all sewage within the allowable limits of its permit and its available capacity; Fulton will accept ownership of the lines, pumps, left stations and mechanicals belonging to the district from the town one year and one day after the district becomes operational; the city will also cooperate with the town regarding sewer district maintenance-related issues.
Contingent upon the receipt of grant funding, the county will pay all district costs for the map plan, engineering, land acquisitions and condemnation (as necessary) and the turnkey construction of the sewer district.
The county will connect its facilities to the district at no cost to the town or city.
While the county will be performing work for the benefit of the district, at no time will the county own or operate the sewer district.
The price tag of approximately $2.5 million could be reduced by grant funds, the chairman noted.
