Oswego Council OKs Changes To City Charter

OSWEGO, NY – The Oswego Common Council breezed through a rather light agenda Monday night.

Two amendments to the city’s charter were approved.

The council OK’d the proposed amendment to the Code of the City of Oswego, Chapter 165, Noise, Section 165-4(K), Parties and Other Social Events; and the proposed amendment to the Code of the City of Oswego, Chapter 249, Vacant and Occupied Property Maintenance, Section 249-10.1, Emergency Conditions.

Councilors also approved use of public space for:

• Michael Germain, owner of Cool Tops, Inc., 89 W. Bridge St., in order to install an A-Frame Sign

• Denise Constanza, owner of property at 257 W. Fourth St., in order to install stairs and planters.

• Ricky Harvey, owner of property at 323 Maple St., in order to install a handicap ramp.

The closing of a portion of Hamilton and Church streets between the east line of Maple Street and the west line of Elm Street (first closing), was approved. A similar resolution must be passed next year for the closing to become official.

The council authorized the mayor to:

• sign Amendment No. 3 with GHD Consulting Engineers for Part 3 of Area 1 Sewer Rehabilitation West Tenth Street Basin Project

• and sign Supplemental Agreement No. 6 With the New York State Department of Transportation for Maintenance and Repair of State Arterial Highways Passing Through the city of Oswego.

The fire department was authorized to apply for the Staffing for Adequate Fire and Emergency Response FEMA grant.

Councilors accepted the bid submitted by Burritt Motors of Oswego for a new pickup truck for use by the fire department.

Two requests to travel were also OK’d:

• Attendance at the New York State Assessors Association Training Course to be held October 1-4 in Lake Placid. Request of Susan Gentile Deary, city assessor.

• Attendance at the National Animal Control Association Training Course to be held September 16-20 in Rensselaer. Request of Caroline Anderson, animal control officer.
