Oswego Council OKs Lighthouse, Tree Ceremony Agreements

OSWEGO, NY – The Oswego Common Council breezed through a relatively light agenda Monday night.

The council authorized the mayor to enter into a lease agreement with the H. Lee White Marine Museum Guild, Inc., for the Oswego West Pierhead Lighthouse.

The agreement makes it possible for the museum to oversee the restoration project and apply for additional grants to address the on-going restoration project and museum exhibits that need to be installed in order to meet the obligations to the US government to restore and maintain the property and provide limited access for public visitation in the future, Mary Vanouse, community development director, explained.

“I’d like to recognize the Marine Museum and their willingness to take on this obligation and responsibility. I look forward to seeing great things at the lighthouse,” Council President Ron Kaplewicz said. “I appreciate it.”

The mayor was also authorized to:

• Sign change order No. 2 with MEC Electric for project modifications to the Excess Flow Management Facility Project in the amount of $6,358. It increases the contract from $316,750 to $323,108.

 

• Sign change order No. 3 with Patricia Electric for project modifications to the West Side Wastewater Treatment Plant Expansion Project in the amount of $12,645.13. It increases the contract from $562,745.24 to $575,390.37.

 

• To enter into a contract with the town of Granby for animal control services

 

• To enter into revised contracts with the city of Fulton and the towns of Minetto, Scriba, Oswego, Mexico and Richland for animal control services.

 

• To enter into an agreement with NYSERDA and Wendel Energy Services for an energy efficiency study at the Water Treatment Plant. Brian Folgherait, plant manager of the Water Department, said the Water Treatment Plant is in need of upgrades to improve energy efficiency and water production capacity, and reduce operational and maintenance costs. The city’s portion of the study shall not exceed $15,000

And, councilors authorized the Oswego City/County Youth Bureau to manage the Children’s Tree Lighting Ceremony.

The council set a public hearing regarding the proposed amendment to the Brittany Hill Planned Development District – Phase III. It will take place at 7:10 p.m. on Feb. 10 in the Council Chamber at City Hall.

The proposal submitted by StepOne Creative for new signs at Oak Hill and Hamilton parks was OK’d.

Agency design and coordination is $500 and four 6’x 3’ signs – $375 each, single-sided, di-bond metal with four-color digital print and weather resistant seal coat.

Councilors also approved requests to travel:

• Attendance at the NYCOM Winter Legislative meeting to be held February 9-10 in Albany. Re: request of Tom Gillen, mayor.

 

• Attendance at the New York State Building Officials Education Conference to be held April 1-4 in Liverpool. Re: request of Mary Vanouse, community development director.

 

• Attendance at various New York State Uniform Fire Prevention and Building Code courses to be held in Clay. Re: request of Anthony Leotta, city engineer.

 

• Attendance at various New York State Uniform Fire Prevention and Building Code courses to be held in Lake Placid and Clay. Re: Request of Jeff McCrobie, fire chief.

 

• Attendance at the Firefighter Recruit Training Program to begin on March 17 in Utica. Re: Request of Jeff McCrobie, fire chief.

 

• Attendance at the Instructor Development course to be held February 3-14 in Ithaca. Re: Request of Tory DeCaire, police chief.

 

• Attendance at the Police Sergeant Supervisor School to be held March 17 – April 4 in Solvay. Re: Request of Tory DeCaire, police chief.

The council moved to remove Resolution No. 7 of Jan. 2 (naming the city’s official newspaper) from the table.

Councilors then voted unanimously, 6-0-1 (Councilor Mike Myers was excused) to name the Oswego County Weeklies as the official newspaper.
