OSWEGO – Sixth Ward Councilor Tim Plunkett Sixth Ward was officially sworn in during the Oswego Common Council meeting, Monday, Nov. 9.
Plunkett was appointed on May 1, 2020, after the resignation of former Councilor Rob Tesoriero.
“Because he was appointed, he was actually on the ballot last week during the election. He won that election and secured, according to the BOE (Board of Elections), 524 votes,” Mayor Billy Barlow said. “So, we’d like to congratulate him and we have to officially swear him in as his term actually began the following day. So, congratulations Councilor Plunkett.”
Plunkett’s daughter, Laurel, stood by his side as he made the Oath to the Office, the audience applauding as the swearing-in ceremony was completed.
Other topics discussed during Monday night’s meeting included a service agreement between the City of Oswego and Oswego Health. The plan would establish set fees for Oswego Health to pay on an annual payment schedule for applicable city services beginning in 2022.
“Basically, the Service Agreement is a set fee that Oswego Health will pay the city for general city services,” Barlow said. “Even though they’re tax exempt, they still have sidewalks around their property; they still have roads leading to their campus [and] they still have roads that are plowed in the wintertime – our city plows leading in and out of their campus. They still have [the] city ambulance delivering patients to Oswego Health [and] they still have curbs and street lights around their campus. So, there’s some basic city services that they should pay for, and after years of discussion and certainly a lot of talk the last year and a half or so, we’ve come to an agreement.”
The agreement total over a 10-year period will be $300,075, with a total of $35,000 payable every year for the first five years, and $40,000 pain annually for years six through ten.

All Common Council Meetings are held the second and fourth Monday of every month. The next meeting will be held on Monday, Nov. 23 at 7:30 p.m.
