OSWEGO – On June 11, 2024, at approximately 3:15PM, members of the Oswego Police Department responded to a report of a fight in the Washington Square Park at the corner of E. Bridge St and E. 4th St.
Upon arrival, officers interviewed several people who stated that an adult female had allegedly punched an individual at the park for no apparent reason. As officers were investigating this initial complaint, a second adult female, Angel M. Palmer, age 33 of Oswego, arrived at the park and met with three juveniles who were present at the park. Ms. Palmer became engaged in the initial dispute, encouraging the juveniles to try to fight the other party involved. As a result of her actions and encouragement, a second fight began, and officers had to detain several people including Ms. Palmer and the juveniles.
Ms. Palmer was taken into custody and a 17- year-old juvenile was ticketed and released on scene for disorderly conduct. The juvenile is due back to Oswego City Court on June 27, 2024, at 9:30am.
Ms. Palmer was transported to the Oswego Police Department where she was processed on two counts of endangering the welfare of a child and was arraigned in Oswego County CAP Court. Ms. Palmer was released on own her own recognizance due back to Oswego City Court on June 20, 2024 at 9:00am.
The initial victim in this incident was transported by Menter Ambulance to SUNY Upstate Hospital for evaluation and treatment. The investigation is ongoing. Anyone with information is encouraged to contact Lt. Daniel Balloni at (315) 343-1212. Call will be kept anonymous.
