Oswego City Police Announce Multiple Drug Arrests


OSWEGO, NY – As a result of the Oswego City Police Department Anti- Crime Team’s (ACT) continued investigations into the illegal possession, sales and manufacturing of illegal drugs within the community the following arrests have been recently made:

On Wednesday August 28, the ACT initiated an investigation into a possible methamphetamine laboratory within a vehicle located in the parking lot of 137 State Route 104 Oswego.

Three subjects, Joshua M. Salisbury, 26 years of age of 72 W. Seventh St., Oswego; Haley S. Watts, 35 years of age, of 303 Chestnut St., Oswego and Adam N. Baker, 29 years of age, of 303 Chestnut St., Oswego, were allegedly found to be in possession of  materials used to manufacture methamphetamine with the  intent to do such.

Salisbury was arrested that evening and charged with one count of Unlawful Manufacture of Methamphetamine in the 3rd degree, a class D Felony. He was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail / $5,000 secured bail bond.  Salisbury has a return court date of October 2 at 9:30 a.m. in Oswego City Court.

As a result of this investigation, Watts and Baker were arrested and charged on Wednesday September 11 with one count each of Unlawful Manufacture of Methamphetamine in the 3rd degree. Both were arraigned in Oswego City Court and released on their own recognizance.

Watts and Baker are due back in Oswego City Court on October 8 at 9:30 a.m.

On Tuesday September 3, in the area of East Bridge Street and East Fifth Street, members of the Anti-Crime Team performed a traffic stop of a vehicle that was believed to be associated with illegal narcotics.

Upon investigation, the occupants of the vehicle, Michael L. Miller Sr., 50 years of age, and Katherine A. Miller, 51 years of age, both of 129 Gere St., Syracuse, NY, were found to allegedly be in possession of a total of 48 prescription narcotic pills with the intent to sell such.

Both Millers were arrested on Wednesday September 11 and charged with one count each of: Criminal Possession of a Controlled Substance in the 3rd degree- a class B Felony.

The Millers were arraigned in Oswego City Court and released on their own recognizance with a return court date of Tuesday October 1 at 9:30 a.m.

On Wednesday September 4, ACT executed a narcotics related search warrant at 106 Sheldon Ave., Oswego.

As a result of that search warrant execution a total of 123 individually wrapped bags of heroin and an additional .5 grams of heroin were seized.

The residents of that location, Patrick J. Chapman, 31 years of age, and Ruth A. Stoutenger, 27 years of age, were arrested and charged on Wednesday September 11 with one count each of the following:

Criminal Possession of a Controlled Substance in the 3rd degree- with intent to sell, a Class B Felony
Criminal Possession of a Controlled Substance in the 4th degree, a Class C Felony

Chapman and Stoutenger are currently being held pending arraignment in Oswego City Court.

On Friday September 6, members of the Anti-Crime Team executed a narcotics related search warrant at 35 Mercer St., Oswego.

A total of 15 illegally possessed prescription pills were seized.

A resident of that location, Mitchell J. Latour, 48 years of age, was arrested on Wednesday September 11 and charged with one count each of Criminal Possession of a Controlled Substance in the 7th degree, a Class A Misdemeanor and Possession of Controlled Substances in the Non-Original Container- a Public Health Law Violation.

Latour was released on an appearance ticket returnable to Oswego City Court on September 26 at 9:30 a.m.
