PARISH – The Oswego County Drug Task Force conducted a lengthy joint investigation of the illegal drug trafficking activities of Frank D. Russell of Parish, with the New York State Police Community Narcotics Enforcement Team (CNET) and the Village of Pulaski Police Department.
The investigation led to the arrest of Russell, 74, at his residence on Monday, March 11, pursuant to a Superior Court Indictment Warrant.
The New York State Division of Parole provided assistance and Russell was transported to the Oswego County Public Safety Center where he was held pending his arraignment.
Russell was charged with two counts of criminal sale of marijuana in the third degree, a class E felony; two counts of criminal possession of marijuana in the fifth degree, a class B misdemeanor; one count of criminal sale of a controlled substance in the third degree, a class B felony; one count of criminal sale of a controlled substance in the fourth degree, a class C felony; and two counts of criminal possession of a controlled substance in the fifth degree, a class D felony.
