Oswego County Drug Task Force Announces Recent Arrests

OSWEGO – On Friday July 29, at approximately 8 a.m., investigators with the Oswego County Drug Task Force, with the assistance of the Phoenix Police Department, executed a search warrant at 104 State St., in the village of Phoenix.

As a result of the search, investigators seized approximately 5.1 pounds of marihuana, 17 grams of cocaine and $10,627 in US currency that is alleged to be proceeds of illegal drug activity.

Jared M. Kempston, 23, of 104 State St., Phoenix, was arrested and criminally charged with one count each of the following:

Criminal Possession of a Controlled Substance in the 3rd degree, more than a ½ ounce – Class B Felony

Criminal Possession of a Controlled Substance in the 3rd degree, Intent to sell – Class B Felony

Criminal Possession of Marihuana in the 2nd degree – Class D felony

Total estimated street value of the seized illegal drugs is approximately $24,560.

Kempston was arraigned in Volney Town Court and released on his own recognizance.

On Wednesday August 3, at approximately 6:50 p.m. the Oswego County Drug Task Force, with the assistance of the New York State Police Special Operations Response Team and Contaminated Crime Scene Emergency Response Team executed a methamphetamine related search warrant at 444 Chapman Road in the town of Parish.

As a result of the search, investigators seized equipment and materials allegedly used to manufacture methamphetamine.

Approximately 3 grams of “finished” methamphetamine was also recovered.

The following persons were arrested and criminally charged with one count each of Unlawful Manufacture of Methamphetamine in the 3rd degree – Class D Felony:

James V. McCombs, 27, of 444 Chapman Road, Parish

Nina A. Devine, 20, of 444 Chapman Road, Parish

Thomas E. Robinson III, 22, of 2820 County Route 17, Williamstown

Krysten H. Torkildsen, 20, of 3363 County Route 17, Williamstown

William H. Horning, 21 , of 63 Crim Road, Parish

The five people listed above were arraigned in Parish Town Court and were each remanded to the Oswego County Correctional Facility in lieu of $5,000 cash bail or $10,000 bail bond.

They were all scheduled to reappear in Parish Town Court on August 9 at 6 p.m.

Kraig K. McCombs, 22, of 444 Chapman Road, Parish, was arrested and criminally charged with one count of:

Unlawful Manufacture of Methamphetamine in the 2nd degree, previous conviction – Class C Felony

K. McCombs’ charge is based upon a previous methamphetamine related conviction.

K. McCombs was arraigned in Parish Town Court and remanded to the Oswego County Correctional Facility in lieu of $20,000 cash bail or $40,000 bail bond.

He was scheduled to return to Parish Town Court on August 9 at 6 p.m.

Further charges are a possibility in this investigation.

The Oswego County Drug Task Force is comprised of members from the Oswego County District Attorney’s Office, Oswego County Sheriff’s Department, NYS University Police at Oswego, U.S. Border Patrol, Fulton City Police Department and Oswego City Police Department.
