Oswego County Sheriff’s Office: Monday, 7/27/09


On 7/22/09, Matthew Cummings, 75, of 12 Schuyler St., Apt. 202, Oswego, NY, was operating a 2007 Chevrolet northbound on SR 48 in the Town of Granby at 6:20 p.m., when he rear-ended a northbound 2008 Toyota suburban driven by Thomas G. Hanna, 32, of 606 East St., Pittsford, NY. The incident occurred 4/10 of a mile south of CR 85 when Mr. Cummings came over a small hill and was unable to stop after he realized Mr. Hanna was stopped in the roadway. Mr. Hanna was waiting to make a left turn into a parking lot at the time. Mr. Cummings was transported by ambulance to the Oswego Hospital. Following too closely appears to have been a contributing factor in the incident.

On 7/24/09 at 7:27 p.m., Tyler C. Kurzinski, 22, of 34 Ackerman Road, Bernhards Bay, NY, was arrested for Driving While Intoxicated, Aggravated Driving While Intoxicated, and Moved From Lane Unsafely following a traffic stop at CR 12 just east of CR 10 in the Town of Schroeppel after being observed crossing the fog line on the south shoulder while driving eastbound. Mr. Kurzinski is scheduled to answer the charges before Town of Schroeppel Court on 7/29/09.

On 7/25/09 at 2:50 a.m., Nathan A. Thomas, 23, of 27 Kipp Road, Parish, NY, was arrested for Driving While Intoxicated; Driving With .08 of One Percent or More of Alcohol; Aggravated Unlicensed Operation, Third Degree; and Crossed Hazardous Road Markings, following a traffic stop on Kipp Road after he was observed crossing the fog line while driving southbound on CR 38. Mr. Thomas was released on tickets returnable to Town of Parish Court on 8/25/09.

On 7/25/09 at 12:05 p.m., Dale J. Oatman, Jr., 23, of 6147 Main St., Sandy Creek, NY, arrested for Grand Larceny, Fourth Degree, a class E felony, after being accused of stealing items from a shed located at a Town of Sandy Creek residence belonging to Mr. Oatman’s employer. Mr. Oatman was arraigned before the Hon. Kenneth Adkins, Town of Scriba Court, and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond. He is scheduled to appear before Town of Sandy Creek Court o 7/30/09 to answer the charges.

On 7/25/09, David P. Hilton, 61, of 311 Cemetery Road, Oswego, NY, was operating a 2007 Honda motorcycle northbound on CR 7 in the Town of Oswego at 12:54 p.m., when he reportedly down-shifted and lost control of it 5/10 of a mile south of CR 20. The motorcycle went off the east side of CR 7 and struck a guardrail with the right side before coming to rest, lying on its left side. Mr. Hilton was transported by ambulance to the Oswego Hospital.

On 7/25/09 at 4:55 p.m., Joseph V. Thompson, 30, of 852 US Route 11, Hastings, NY, was arrested for two counts of Sexual Abuse, First Degree, a class D felony; Course of Sexual Contact with a Child, Second Degree, a class D felony; and Endangering the Welfare of a Child, a class A misdemeanor, after he allegedly engaged in numerous acts of sexual conduct with a child less than eleven years of age, between July 2007 and the spring time months of 2009. Mr. Thompson was arraigned before the Hon. Kenneth Adkins, Town of Scriba Court, and remanded to the Oswego County Correctional Facility in lieu of $5,000 cash bail or $10,000 bail bond. He is scheduled to appear before Town of Hastings Court to answer the charges on 7/27/09.

On 7/25/09 at 11:15 p.m., a 16 year old male residing in the Town of Parish was arrested for Menacing, Third Degree, a class B misdemeanor, stemming from an incident with his 71 year old grandfather who he reportedly verbally threatened to kill with a knife if he had one. He was arraigned before Town of Mexico Court and remanded to the Oswego County Correctional Facility in lieu of $2,000 cash bail or $5,000 bail bond. The youth is scheduled to appear before Town of Parish Court on 7/28/09 to answer the charges.

On 7/26/09 at 2:57 a.m., Ryan E. Russock, 19, of 25 W. Pleasant St., Hamilton, NY, was arrested for Driving While Intoxicated, Aggravated Driving While Intoxicated, and Crossed Hazardous Road Markings, following a traffic stop on SR 4 just west of CR 7, after he was observed drifting over the fog line three times while driving eastbound on SR 104 in the Town of Oswego. Mr. Russock was released on tickets and is scheduled to answer the charges before Town of Oswego Court on 8/03/09.

On 7/26/09 at 4:58 a.m., James H. Edward, Jr., 23, of 4 RSA Road, Central Square, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and Crossed Hazardous Road Markings, the result of a traffic stop on Route 11 in Central Square after he had been observed crossing the white hazardous road markings while driving southbound. Mr. Edward is scheduled to answer the charge before Town of Hastings Court on 7/29/09.

On 7/26/09 at 5:59 a.m., Marcus C. Kocher, 20, of 129 W. Fourth St., Oswego, NY, and Bryan C. Vitello, 20, of 58 Avery Road, Apt. B, Constantia, NY, were each arrested for Burglary, Third Degree, a class D felony, after they allegedly unlawfully entered a residential garage in the Town of West Monroe in a reported attempt to steal gas. Both men were arraigned before Town of Hastings Court and remanded to the Oswego County Correctional Facility without bail. They are scheduled to return to court on 7/29/09. The matter remains under investigation at this time.

On 7/26/09 at 5:09 p.m., Donna L. Towne, 40, of 390 Stewarts Corners Road, Pennellville, NY, was arrested based on a Family Court Order charging her with violating Article IV of the Family Court Act (failure to pay support). Ms. Towne was arraigned before the Hon. James Aluzzi, Town of Volney Court, and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail or $5,000 bail bond. She is scheduled to appear before Oswego County Family Court on 7/27/09 to answer the charge.
